In order to arrange a child in the 1st grade of a comprehensive school, parents need to fill out an application in a timely manner. The rules for enrollment in educational institutions for the 2019-2020 academic year are governed by the laws of the Russian Federation and regional regulations. For the process to pass quickly and succeed, it is important to familiarize yourself with the details of the registration procedure in advance.
How to choose a school
During an exclusive interview for Russkaya Gazeta, Olga Vasilyeva shared her vision of choosing the ideal school for a first grader. The Minister of Education focused the attention of parents of future first-graders on the fact that the priority factors when choosing an educational institution should not be the results of the exam, but:
- walking distance to the school;
- professionalism and personal qualities of the first teacher;
- comfortable learning conditions.
In order to ensure the walking distance of the educational institution, there is a system of assignment to schools of a certain territory. Children living in houses belonging to the so-called “microdistrict” of the school have the right of priority admission. How it works?
Stage 1
The submission of documents to the first classes in Russia starts on February 1. This will be the first wave of an introductory company for first-graders, during which schools will form lists of children from their neighborhood. By June 30, the first stage will be completed and each school will be able to clearly analyze the occupancy of future 1st grades.
Important! For enrollment of a child in the 1st grade, 7 days are allocated from the moment the parents submit the application.
In different educational institutions, there are different systems for accepting kids in the first classes. Someone, as before, wants to see parents and a child, while many schools provide the opportunity to submit an application in electronic form, which is most convenient for busy parents.
2 stage
The second stage, during which it will be possible to submit documents both to the school at the place of residence and to educational institutions of other regions, will start from July 1 and will last until the first call (in some educational institutions they will not refuse, even if the documents are brought at the beginning fall).
Important! If after evaluating all the pros and cons, you still decide to send the kid to school (or gymnasium) in another district, you will need to wait until the completion of the first stage of the introductory campaign. It is worth noting that the child will be accepted to school only on the condition that there will be free places in the classes.
When choosing a school, many parents are guided by the recommendations of friends and acquaintances, the fame of a particular educational institution, the effectiveness of school graduates in the USE, and, of course, the material base and comfort of the educational space. Without a doubt, all these factors are important for the successful education of an average student in a school. But, each child is unique, and therefore, for the smallest, you need to choose not a beautiful class or modern technology, and, no matter how strange it sounds, not even a training program - you need to choose a teacher! A person who can become a second mother to the baby, create comfortable conditions for him in the team, teach him how to make friends and communicate with classmates, and sometimes even solve difficult situations, which he can’t do without in everyday life.
Olga Vasilyeva drew the attention of parents to the fact that one of the priority areas that the Ministry of Education is working on today is the creation of a single educational space. This means that uniform standards will be set for all schools in Russia, which will allow students to integrate as painlessly as possible into the learning process if it is necessary to move from one school to another.
Think about it, maybe your child will really feel better with the kind and caring teacher of the school in your area in a team of children who will live next door.
Unfortunately, the same cannot be said about high school and high school, and if parents want their child to study certain subjects at an advanced level, they have to look for a gymnasium or lyceum offering an appropriate curriculum.
Application Deadlines
All conditions and rules for admission to school are clearly agreed and governed by the following state documents:
- The Constitution of the Russian Federation (Chapter 2, Article 43), which guarantees all children free schooling;
- Law No. 273-FZ of December 29, 2012 (Chapter 6, Article 152), which governs general requirements for admission to MBOU;
- By Order of the Ministry of Education and Science of the Russian Federation No. 32 of January 22, 2014 - describes in detail the rules for admission to training.
Important! Everything that is not stipulated regarding the norms of primary school enrollment in the laws of the Russian Federation (federal) is specified at the local level, as well as the charter of educational organizations. Changes should not introduce restrictions or impairment of citizens' rights.
General provisions on the periods when the points for consideration of applications for admission to the first class will open are prescribed in paragraph No. 14 of the Procedure for the admission of citizens to educational organizations. At the beginning of each calendar year, the department assigns certain residential areas to schools. After that, educational organizations calculate the number of vacant places. The enrollment of first graders for 2019-2020 will be carried out in two time periods:

The exact timetable is set at the discretion of the LLCOD administration, depending on the region of residence. So, for example, in Moscow the overwhelming majority of schools annually open a record on February 1.
Application Methods
There are three ways to apply for the 2019-2020 academic year:
- personally with a visit to an educational institution;
- through public service centers (MFCs);
- through the state portal of the Russian Federation.
The classic way is to write an application, according to the model provided by the school, in the name of its head. The application is submitted by the parent with the necessary documents. When choosing modern methods of filing documents, you can leave an application at the same time in 5 schools. Multifunctional centers accept applications for processing only if a complete set of documents has been collected and submitted.
The specialist accepting the application is required to issue a receipt in the receipt of documents, certified by the signature of the person responsible and the seal. In addition to the list of accepted, the receipt will indicate the number under which the application was registered. The term for consideration of the appeal is established by order of the Ministry of Education and is - 1 working week. The countdown is from the day after the adoption of the documents.
Important information! Electronic recording through the Internet portal of public services opens much earlier than receiving documents in other ways. This year, the forms for filling out will be available on December 15, 2018.
Required documents
The set of documents required to be submitted to enroll a child in grade 1 is indicated by the Appendix to the Order of the Ministry of Education No. 32 of January 22, 2014:
- personal application of the parent or legal representative;
- 2 copies of the birth certificate (original certificate, with a stamp of citizenship on the back, must be carried with you);
- certificate in the form No. 8 (on registration of the child at the place of residence);
- identity document of the applicant.
In some schools, the Charter defines a number of documents that are provided at the discretion of parents:
- photo of the future student;
- medical certificate (medical commission report);
- information on vaccinations done (vaccination certificate);
- MHI policy (copy);
- profile (on the model of the school);
- information about the psychological parameters and characteristics of the baby, about the level of his training (in the form of a questionnaire or characteristics);
- certificate from the clinic about the lack of contact with infectious patients.
You should know! After electronic submission of the application, 3 working days are given for the appearance with the provision of a package of documents. If the deadlines are violated, the application is automatically canceled.
School Admission Benefits
Certain categories of Russians have preferential admission to first-graders:
- contract servicemen;
- children of police officers;
- large families;
- children from families where a disabled child is brought up;
- disabled children.
To get into the number of students in a preferential order is possible upon presentation of a certificate of justification of the right to this benefit.
From what age are they admitted to first grade?
The optimal age of a child entering first grade is determined by federal law No. 273-FZ and SanPin standards. Primary school accepts children of 6, 7 years of age. Using diagnostics, experts found that the bulk of the children are psychologically ready for education by six and a half years. Such an age requirement is enshrined in law. The maximum age limit is also stipulated by regulatory acts - 8 years.
Age restrictions are advisory in nature. Therefore, in special cases and at the request of the parents, the school has every right to accept a child of a different age. A preschooler should not have contraindications for this due to health reasons.
