The size of the subsistence minimum for people on a well-deserved vacation varies by region. The problem is that until recently there was no single methodology, therefore, local calculations were often carried out incorrectly, underestimated. At the beginning of 2019, President Vladimir Putin drew the attention of the government to this problem. He instructed to develop and implement a unified methodology - in order to avoid unreasonably underestimating the size of the regional PMP.

The experts of the Ministry of Labor, in turn, prepared a bill and presented it in early July 2019. The document clarifies the concept of "subsistence minimum of a pensioner", gives a methodology for its calculation and frequency of determination. The bill passes approval and comes into force on January 1, 2020. According to the Minister of Labor and Social Protection Maxim Topilin, officials in 30 regions underestimated PM of people of retirement age by an average of 2 thousand. Because of this, the size of regional and social surcharges was reduced, which negatively affected the welfare of the living standards of older people. The unified methodology proposed by the legislators will allow avoiding such manipulations.

PMP in Moscow

From the latest news, it is known that the cost of living in Moscow in 2020 will increase by 463 rubles and amount to 12,578. This was said by the chairman of the parliament of the capital, Alexei Shaposhnikov, at a meeting with reporters. According to Shaposhnikov, the deputies of the Moscow City Duma supported the corresponding bill, which proposed increase PMP taking into account the official level of inflation. In 2019, its size is 12 115 rubles. The indicator for the Moscow region is lower, it is 9908 rubles. The difference between the PMP of Moscow and Moscow Region is 2670.

Regional social supplement

In Moscow, as in other cities and regions of the Russian Federation, a regional social supplement (RSD) is established. It is paid to all those who have an old-age pension, seniority, and disability below the established minimum. The surcharge is calculated individually and is equal to the amount that is missing before the PMP. If the pensioner's benefit is 9100, and the minimum is 12,578, then the regional social supplement will be 3,478 rubles. The recipients of RSD include persons who are temporarily registered in the capital of Russia, as well as those who have been living in it for 10 years or more. On average in Russia, the amount of social supplement is 4743 rubles. The number of its recipients is growing every year. In 2019, this figure was 63 thousand, and in 2020 it is projected to increase by another 75 thousand people. The trend will continue in subsequent years.

St. Petersburg

In St. Petersburg, the cost of living for 2020 is set at 9514 rubles. From January 1, the Legislative Assembly of the Northern capital will recount all RSDs in accordance with the updated figure. In 2019, the pensioner's PM in the city is in the amount of 8846 rubles. In the calculation, the local authorities were guided by the cost of the main goods included in the regional consumer basket. The increase will be 668 rubles.In the Leningrad region, the PMP is lower than in St. Petersburg - 9311 rubles. This amount is equal to the amount established for the Russian Federation as a whole.

The authors of the bill proposed to establish it at the level of 8912 rubles for the Republic of Crimea. This is 542 rubles higher than the current figure. The bill passed two readings and received the support of deputies. In Sevastopol, the updated PMP value is higher than in the republic as a whole. She is 9597 rubles.

Getting RSD

Only non-working pensioners can apply for a social supplement. There are two types of financial assistance: federal and regional. The federal surcharge is assigned by the territorial branch of the PF of Russia and is paid from the federal budget. Its recipients are those pensioners in the regions of which the PMP value is lower than the average Russian indicator. A regional co-payment is assigned by the social security authorities and is paid from the regional budget. It is received by persons in whose regions the value of PMP is higher than the national average. The applicant must submit an application to the social protection authority or the Pension Fund department. Surcharge will be assigned from the 1st of the next month.
