Among the tasks of the May decrees of President Putin V.V., the goal was to ensure the global competitiveness of Russian education and the country's place among dozens of world leaders in its quality. One of the tools for its implementation should be a new certification of teachers, which will operate from 2020. According to the authors of the development, it is designed not so much to “punish” specialists, but to find and fix problem areas of the educational system.
The need for innovation
For a long time operating system in Russia, the certification system of teachers is characterized by at least three drawbacks:
- the need for the teacher to collect numerous documents (diplomas, certificates, certificates of courses attended, published works);
- the lack of a uniform procedure for certification procedures in the regions of the country (somewhere open lessons are required, somewhere existing documents or students' results are taken into account), which does not allow them to be compared with each other;
- the practical lack of real influence on the career growth of a specialist.
A new certification should radically change the approach to testing teachers' competencies. Already in 2020, they will be able to protect themselves from the collection of numerous documents, and the procedure itself takes place directly at the place of work. For this, objective data will be used to determine the level of knowledge of one's own subject, the ability of a specialist to motivate students, and the quality of other aspects of work.
New rules
To evaluate teachers, who will work in Russian schools in 2020, several assessment parameters are being developed. Recent changes suggest that a key role will be assigned to the Unified Federal Assessment Materials (EFOM).
Important! The exact forms, content and difficulty levels of EFOMs for teachers are still at the development and discussion stage, which will last until 2020, and if necessary, adjustments will be made later.
According to preliminary data, EFOM will include three blocks:
- Written work on a specialized discipline to check not only subject but also methodological competencies of a specialist (approximately 2 hours). In this case, it will be necessary to solve specific tasks in the subject, as well as knowledge about the principles of lesson planning, its construction for the most complete disclosure of the topic and for students to learn.
- Video recording of the lesson to assess communication and psychological-pedagogical skills. Here you will need to demonstrate a lesson on a planned outline, as well as provide examples of independent work of students with grades for analysis. The main criteria for assessment should be: the quality of the educational process, the consideration of individual characteristics, motivation and the formation of the necessary skills for students (for example, search and analysis of information).
- A pedagogical case will become an additional way to test psychological and communicative competencies. The teacher will need to draw up an action plan based on a fictitious situation that may affect his professional activities. For example, the socialization of children from dysfunctional families and their communication with class children, current issues of bullying among adolescents, etc.
On a note! Completing all blocks should take at least 4 hours, but tasks will be performed on different days.
In addition to EFOMs, the certification "portrait" of the teacher must be supplemented by 3 more elements for which the school administration will be responsible:
- certificate of the employer;
- analysis of student learning outcomes;
- reviews of graduates.
The maximum result in points for all criteria is 100 points, 60 or less of which will ensure the performance of the EFOM. In addition to them, the success indicators of students will provide up to 25 points, management reviews - up to 10 points, and the opinions of former students - no more than 5. According to what principles, the correspondence of the feedback points and the results of work will be calculated remains unknown.
Certification Procedures since 2020
For university graduates, a so-called “entrance” exam will be held before applying for a job in an educational institution. Its procedure has not yet been approved, but presumably a future specialist will have to test skills in the main areas of activity (profile knowledge, methodological and communicative-psychological aspects of work). Then, two years later, the specialist will have to certify the conformity of the “teacher” position, for which the EFOMs mentioned above are being prepared.
In addition, there will be an opportunity to develop your career in two areas:
- vertically: through obtaining the 1st or highest qualification categories;
- horizontally: thanks to the management of new positions from a simple teacher (providing high-quality training for students) to an older one (able to create individual, correctional programs), and then a leading teacher (mentor who will coordinate the work of his colleagues, defectologists, psychologists).
The new form of certification should first of all tell the teacher what gaps in their activities should be brought up and where to move on. Those who will not be able to undergo the procedure since 2020 will be sent to acquire the necessary knowledge for further training.

I believe that if the teacher has been working for 46 years and has gone through all school reforms, participated in all experiments and had good results in teaching children, he continues to work, devoting himself completely to his work and his colleagues, parents and students, he does not need any certification. And the written work on the subject discipline, and the video recording of the lesson, and the compiled action plan of the standard or non-standard situation will also not give a complete picture of the teacher’s work as a professional.This is known only to the school administration, which attends lessons, class events every day in conversation with students and parents. I think that it is necessary to exchange views with other structures, for example: health workers or law enforcement officials, and even better with those organizations where salaries exceed 20-30 times the teacher's. The teacher should think about how to teach children to learn, but not to collect files on themselves for years. Over the years, teachers have developed their own methodology for teaching the subject, in which its students are enriched with knowledge and strive to fulfill their dreams.
