In 2019-2020, the training system in Russia is waiting for a number of changes. In addition to the fact that educational development projects adopted in 2016 continue to be implemented, new educational standards are being developed. The authorities are preparing bills designed to solve pressing problems. Among all the news, there are several main ones that relate to preschoolers and schoolchildren.

Pre-primary education in 2020

There is good news for parents of preschool children - thanks to the implementation of national projects over the past year, the availability of education for children 3-6 years old has increased to 99%. At the same time, there remain regions in which these indicators remain at the level of 60-90%, for example, in the Crimea and Buryatia. Therefore, in 2020 the task is to solve this problem. They will build new kindergartens, carry out repairs in old ones, and purchase equipment.

The situation with a lack of seats in the older groups is gradually improving, but there is a rather large deficit in the manger. State institutions cannot accept about 30% of children from 1.5 to 3 years. In this regard, the Ministry of Education proposes to approve the project on the allocation of subsidies for the creation of free nursery groups in private gardens. Lists of organizations and individual entrepreneurs from different regions of the Russian Federation are now being formed, which will be able to provide such places.

Also on May 21, the State Duma introduced a bill on monetary compensation for children 1-3 years old who lack space in the kindergarten. If the law is passed, one of the parents of such babies will be able to receive social assistance in an amount not less than the minimum subsistence level. This should at least partially compensate for the losses incurred by mothers / fathers who are forced to stay at home to look after their child. So far, the bill is under consideration, so if it is adopted, it will not be earlier than in 2020.

Improvements should occur directly in the methods of teaching and raising children. At the initiative of the Ministry of Education, a study was organized in the field of preschool education, which will be conducted by 2 RAO institutes. Based on the results of these studies, new methodological developments for educators for 2019-2020 will be formed.

Starting in 2011, schools began to work according to the new GEF standards of instruction. In recent years, it has been possible to evaluate this system and identify its flaws. Based on these studies, an updated GEF has recently been developed, which, moreover, has been put up for public revision.

From March 28 to April 28 this year, documents with educational standards were published on the preobra.ru website so that those who wish could offer their improvements and suggestions for improving the program. As a result, over 7 thousand recommendations from experts from all over Russia were collected. They will have to be considered in a special commission, after which the final version of the Federal State Educational Standard will be published, according to which students will study in the next school year.

At the moment, one of the main problems of Russian schools is too heavy a load. According to experts, children spend about 47 hours a week on training (this includes lessons directly, homework, tutoring and extra-curricular sections). This is a lot, considering that adults work for 40 hours.

Now the standards indicate that elementary school students should take no more than 1.5-2 hours to complete homework in all subjects, and in the first grade they should not be at all. But these norms cannot be observed, since they are not comparable with the volume of educational material. In this regard, the relevant organizations were instructed to revise the new FSES in order to establish the compliance of the loads with the capabilities of children of different ages, and to establish new standards.

What other news about school education in 2020:

  • OGE for ninth graders will be held in an updated format, according to GEF. Examinations will more likely assess the child’s skills, that is, his ability to put the acquired knowledge into practice. The number of required exams remains the same, but additional ones may become more - 4.
  • List of required exams also going to expand. They want to add history to mathematics and Russian, although the corresponding law has not yet been drawn up.
  • The first supporting schools of the RAS should begin their work, the purpose of which is to identify talented children and train specialists in the field of science and high technologies. Currently, 101 schools in 32 regions have been selected.
  • The project for early career guidance of students “Ticket to the Future” in 2020 is planned to be distributed in all regions of the Russian Federation. It was launched in 2018 in order to help children understand from an early age what they want to become and what it takes. The project turned out to be successful - polls show that graduates have become more conscious in their career choices.
  • In accordance with the federal program for the development of education for 2019-2020, teachers will take advanced training courses. In addition to the position of teacher, the position of “senior teacher” and “leading teacher” will appear, each of which will have its own specific responsibilities.

In the coming year, a new type of social support may appear, which will be aimed at helping low-income families prepare for school (this assistance includes, for example, purchasing necessary supplies).

In 2020, we can expect some changes in the nutrition sector:

  • Firstly, Putin noted that it is necessary to expand the group of schoolchildren who eat in the canteens for free. But before implementing this project, the authorities of each region should make calculations to find out how many children can really be included in this group, as well as how much money will be needed.
  • Secondly, they are going to transfer control over the nutritional sphere of schoolchildren to the governor's level. Now it is controlled by the schools themselves.

Reforms are also being prepared to improve nutrition. According to a study conducted in 2017-2018, only 65% ​​of schoolchildren were provided with two meals a day. In addition to the low coverage of hot meals, there are problems in the absence of a single program - in some canteen menus are too monotonous, there are no standards for preparing dishes for students with special needs (allergy sufferers, diabetics, etc.). The quality of products, as recent events have shown, also leaves much to be desired.

To solve pressing problems, the Ministry of Education announced a competition to create a unified model of nutrition for students. Applications will continue until May 29, after which the best option will be chosen, which will form the basis of the new power system.
