Education Minister Olga Vasilyeva 12/28/18 signed the Order number 345, establishing for the 2019-2020 academic year, the federal list of textbooks recommended for use in educational institutions of Russia.
We suggest learning more about which textbooks have been accredited and recognized as relevant by the Federal State Educational Standard, as well as on the variability of the choice proposed by the ministry to subject teachers.

According to Vasilyeva, the list of textbooks approved in December 2018 does not have any cardinal differences from the list of the previous school year, which means that for most schools there will be no problem of re-ordering the necessary literature for 2019-2020.
As before, the list of educational and methodical literature is divided into three logical sections:
- basic textbooks (910 items);
- publications adapted for students with special needs;
- special educational literature for schools of the constituent entities of the Russian Federation, taking into account regional ethnic culture.
Important! Teachers of all schools in Russia are obliged to develop educational paths for the 2019-2020 academic year, relying on literature, which is recommended by the federal list of textbooks.

Changes
The last time significant changes were made to the FPU in 2016, which caused some difficulties in providing schools with new textbooks in some regions of the country. In order to avoid such situations, cardinal modernizations were no longer made, only supplementing the existing list with noteworthy textbooks that had passed state accreditation.
It was previously said that the literature will be reviewed every 3 years, but the proposed new list of textbooks for 2019-2020 has not undergone significant changes. Teachers will find in it as textbooks that are well-known to everyone, with which they are already accustomed to working and who have focused on their lesson plans in the 2018-2019 academic year, as well as a number of new books worthy of attention.
Variability of choice
Expanding the range does not mean a mandatory transition to a newer textbook. The right to choose, as before, rests with the teacher, who makes his choice, given:
- accessibility of the presentation of theoretical material;
- fullness of interesting tasks for children;
- the ability to complete with printed notebooks and audiovisual materials (especially for elementary school);
- textbook design;
- proposed methods of work and the willingness of the teacher to implement them;
- security of a particular school.
So, in the federal list of textbooks that teachers should be guided by, the following publications were included for the 2019-2020 academic year:

As you can see, in almost all subjects teachers are given a choice. Although, many publications (for example, textbooks on geometry) have remained unchanged for several decades.
The order of textbooks by educational institutions
Every year, all educational institutions of the Russian Federation submit data on which textbooks are available to students and which of the new publications recommended by schools, they want to receive.
Important! The state provides schools with textbooks free of charge, but printed notebooks and other methodological developments, which can be equipped with certain manuals, are not included in the number of free ones, and are not delivered centrally to educational institutions.
If the school needs a new textbook, then:
- this issue is considered at the methodological council;
- the decision is approved by the principal;
- the librarian compiles the order list in accordance with the current instructions and transfers it to the manager.
Important! All textbooks that are in the list of literature of the order for the educational institution for the 2019-2020 academic year should be received by August 15, 2019, so the decision on ordering new publications should be made in advance.
Digital alternative
In 2019 and 2020, all accredited textbooks must have digital copies, which gives teachers and parents the opportunity to choose which textbook is more convenient for them to work with.
The prospect of the transition to the digital format has been talked about for many years in many countries of the world and with each new school year, an increasing number of schools approve the initiative of parents to use tablets, because one modern gadget can replace several rather heavy paper textbooks in the kid’s portfolio at once.
