As part of the reform of the law enforcement system, which started in 2013, it was decided to increase the length of service in the Ministry of Internal Affairs not from 2020, but from 2019. Due to this, the government was able to reduce the costs of financing payments from the pension fund and to improve the qualifications of law enforcement officials by halting the outflow of highly qualified specialists. In the most delicate situation were citizens who planned to retire after length of service from 2020. They will have to continue their work, since only law enforcement officers in the first half of 2019 could leave for a well-deserved rest with an experience of 20 years (in case of continued work, they were paid ¼ of the assigned pension).
What will be taken into account
As it became known, the service in the Ministry of Internal Affairs in 2020 will be calculated according to the algorithm that has been used all previous years. The main criterion is a certain period of service in the law enforcement system. According to the current law, a citizen must serve at least 25 years in order to retire after his seniority, and only such periods are taken into account when calculating her term:
- Professional training, if a citizen received it before entering the service. Only full-time education for a period of not more than 5 years is counted. The service takes into account the training according to the scheme: 2 months for 1 month of service.
- Substitution of posts of various levels in the Ministry of Internal Affairs (including the probationary period when hiring).
- Secondment, if it was carried out according to Art. 32 of the Law on the Service of the Russian Federation.
- Suspension of service in law enforcement agencies, if it was necessary to occupy a position in another government agency or authority.
- Substitution of a position in the prosecutor's office, provided that the employee was assigned a class rank, as well as service in the Federal Penitentiary Service, the National Guard, the Federal Drug Control Service and fire safety.
- Work as a judge, in the Investigative Committee or customs, if this was preceded by obtaining a special rank, etc.
The relevant law defines the so-called grace periods when it is possible to quickly earn the length of service from 2020 and go on a well-deserved rest. This happens if the employee of the Ministry of Internal Affairs serves in harmful or special conditions, as well as in the performance of professional duties in the Far North or in the regions that are equated with him.
Current situation
At the moment, any employee who has worked in it for 12.5 years, provided that the total length of service is 25 years, can terminate his work ahead of schedule in the Ministry of Internal Affairs system. Accordingly, at the age of 45 you can go on a well-deserved rest and receive a pension. But the government is confident that the previously adopted norm does not correspond to current realities, when a tendency towards an increase in life expectancy is clearly traced. Moreover, working today is much more comfortable than a few years ago, which should also contribute to the ongoing reform of the law enforcement system. In this regard, there is a high probability of a further extension of the term of service to 30 years, especially since individual politicians have repeatedly made such a proposal.
Law enforcement officials are extremely dissatisfied with the innovation: 25 years of service in 2020 are an unpleasant prospect and specialized forums where users actively criticize such an unpopular measure, a vivid confirmation of this.Despite all the arguments of the reformers, it can be stated that another 5 additional years with an irregular schedule without days off and even sick days will necessarily affect the health of the average law enforcement officer. And the situation when an operative at the age of 45-50 will try to catch up with a young criminal, and at all seems ridiculous.
However, despite the massive discontent "on the ground", legislative changes entered into force in 2019, although for a long time the government denied their existence. This is a clear answer to the question whether the Ministry of Internal Affairs will have 25 years of service since 2020, and whether its abolition is realistic, as law enforcement officers want.
Prerequisites for a further increase
According to experts, the statement on the increase in life expectancy should not be taken as a serious argument, since this is an ordinary screen, behind which they hide the real state of affairs. In fact, by changing the procedure for calculating seniority in 2019, the government pursued the following goals:
- To optimize and, if possible, reduce the costs of maintaining the Ministry of Internal Affairs, since the majority of the budget of the department is spent on the payment of pensions. This will allow redirecting funds to the modernization of facilities, equipment upgrades and other strategic tasks.
- To increase the wages of workers, provide them with additional benefits and more often give bonus payments in order to encourage them to carry out their job duties in a quality manner.
- To reduce the number of specialists, as keeping on the allowance of about 15 million people in the current situation is extremely impractical and inefficient. The introduction of innovative technologies is an inevitable process and its side effect is a reduction in the need for “live” workers.
Given all these facts, it can be assumed that 25 years is not the limit and in the next few years a decision may be made to increase the length of service even up to 30 years if there are good reasons for this.
