Disposal of used cars has become one of the most popular government programs. In 2020, the basic conditions for participation will remain the same. It will be possible to return for scrap not only passenger cars, but also commercial freight vehicles.
The basic principles of the program
In 2010, a state project was launched, the participants of which get the opportunity to get rid of the old car and get a good discount on a new car. Both individuals and legal entities can take advantage of benefits. The discount is issued in the form of a certificate, which can be cashed out when buying a car of the domestic automobile industry. The size of the discount depends on the make and class of the car. So, for example, 50 thousand rubles are allocated for middle-class VAZ. The maximum amount of compensation is 350 thousand rubles. It is not necessary to purchase a car in the place where it was handed over to the old one. With a certificate, you can contact any salon you like. The dealer who accepted the certificate will receive equivalent compensation from the state. It is not possible to cash out a certificate or get money on hand.
Initially, the program was set to one calendar year. But the Russian government, in view of the still low demand for "Russian" cars, decided to extend the time limit. The conditions during the existence of the project have changed several times, but the basic principles have remained the same. Against the background of numerous Western sanctions and financial difficulties, there is often talk about whether the recycling program will end in the near future. But the authorities assure that its validity will be extended until the end of 2020. The interest of the state is understandable - the promotion of the domestic automobile industry, as well as the reduction in the number of old hazardous cars on the roads. Environmentalists also advocate for the renewal of the fleet. According to the "green" exhaust gases from old cars do much more harm to the environment than new cars of environmental classes.
About two years ago, in the project "recycling" there was a new way of putting cars in and out. The trade-in method assumes that the old transport is not disposed of, but is thoroughly repaired for subsequent resale. The main condition is that the machine must not be older than 6 years.
How to get involved
Not every vehicle can be exchanged for a “discount”. The age of the “old woman” must exceed 10 years, and the duration of tenure should be more than six months. In addition, all mechanisms and parts must be present in the machine. The country of manufacture does not matter. It is also not important on the go vehicle or not.
You need to start paperwork with a trip to the traffic police. In the nearest office to the place of residence, you need to write an application for deregistration and the desire to hand over the car for scrap. The delivery of the machine to the processing points must be provided by the owner. You need to have:
- identity document;
- original title;
- certificate of deregistration.

You need to go to the salon for a new car already with a certificate. For citizens of the Russian Federation an opportunity to buy a car is provided not only at a discount, but also, if necessary, on credit. As part of the recycling program, some dealers offer customers additional bonuses (gifts, discounts).
If the vehicle is not for sale in trade-in, then the owner will have to pay the state fee for its processing.The size of the board depends on the size of the car (4-7 thousand rubles).
New in 2020
From the latest news it became known that in 2020 significant funds will be allocated from the federal budget to update the fleet of commercial vehicles.
Such a request to the Prime Minister was made by the owner of the Russian automobile company Sollers Vadim Shvetsov. According to the head, more than half of all commercial cars are over 10 years old. Shvetsov asked to consider the possibility of allocating funds in the framework of the national project "Ecology", implemented since 2019. Namely, to implement such a task as reducing the amount of harmful emissions into the atmosphere. It is noted that the Ministry of Industry and Trade took into account the ideas proposed by the main Sollers. According to preliminary data, from 25 to 42 billion rubles will be allocated from the budget for updating buses, trucks and passenger commercial vehicles.
The support program will extend to other representatives of the automobile industry. “The need for such a program is long overdue - the fleet of commercial vehicles in Russia requires a major upgrade. This applies to light commercial vehicles, and trucks, and buses, ”said a representative of the GAZ group.
During the implementation of the state program for the safe destruction of vehicles, the number of accidents caused by a car malfunction has decreased significantly.
