Pension in 2020 for working pensioners

Working pensioners do not lose hope for the resumption of pension indexation in 2020. Proposals to abolish the “freeze” of payments to working citizens of retirement age regularly come from the State Duma, but so far have not found a response from the government.

Reform but not for everyone

The latest pension reform has globally changed the order of retirement, as well as the size of benefits for pensioners. However, the changes did not affect all categories of elderly Russians. The new law has bypassed working pensioners, who make up a special category. Citizens who are entitled to a well-deserved rest, but continue to work while they receive payments from the Pension Fund according to the previous rules.

New Pension Legislation does not cancel the ban on raising pensions established in 2016. Initially, this measure was an emergency, due to the difficult economic situation in the country. For pension indexation, working pensioners would have to allocate about 300 billion rubles annually. Such an amount would become an unbearable burden for the state treasury. Therefore, the documented deadline for the moratorium was set at the end of 2020.

In the meantime, the only thing a working pensioner can count on is the annual, non-declaring adjustment of the insurance pension from August 1. In this case, the amount of all insurance contributions received to the PF account from the employer and the amount of accumulated points should be taken into account. That is, it turns out that the size of the indexation depends on the exact size of the salary for the last year, or rather on the amount of deductions.

Working pensioner

If the legislation is not amended, then from August 1, 2020, all pensioners who continue to work will be added to the pension the value of points accumulated for 2019. At the moment, the cost of one point is 87, 24 rubles. But when recalculating, a maximum of three such points are taken into account. And this means that the maximum increase will be 261.72 rubles. If the amount of the benefit has not changed, then this could happen for the following reasons:

  • the employer violated the law and paid the “gray” salary, that is, did not transfer insurance contributions to the Pension Fund;
  • the amount transferred by the employer of contributions to the Pension Fund was not enough to recalculate - work for several months or a small salary.

The cost of the pension coefficient (point) is approved annually at the federal level. The government accepts it the same for all pensions, regardless of the citizen's place of residence or other circumstances.

What will change in 2020

What changes to expect in the new year excites all working pensioners. The Government has not yet discussed the possibility of annual indexation of payments to the inflation rate for working people of retirement age. But there is no talk of extending the moratorium either. In any case, the country's leadership will have to make some kind of decision before the end of 2020. Most economists believe that the duration of the “freeze” law on payments will be extended.

Against the backdrop of the latest news about the indexation of pensions, 30 million Russians who are on a well-deserved rest, rumors spread about the abolition of indexation to working pensioners. We are talking about indexation accumulated over the years of work. Representatives of the pension fund have denied such information.According to one of the leaders of the RF PF, no changes are expected in the procedure for indexing pensions after dismissal. Under current pension law, until retirement, such pensioners receive payment without indexation, but it accumulates in their account.

Working pensioners

A pension, the amount of which will be determined taking into account the indexations, is accrued from the next month after dismissal. But in fact, the payment of the increased pension will be made only 3 months after the termination of work. This is due to the laborious technical process of additional charge, which takes several months. However, the indexation amount for the missed period will be fully compensated. In order to confirm the fact of dismissal, pensioners are not required to contact the Pension Fund branch. The termination of work will be reflected in the statements of the employer, which is provided monthly to the PF.

However, specialists of the Pension Fund may need additional information and information, then the citizen must provide the missing documents. If the citizen again decides to get a job, then there will no longer be a review of the size of the increased pension towards a decrease.

Upon payment of an already recalculated pension after 3 months, an additional payment will be made for the entire period after the dismissal. But this rule only applies to those dismissed after January 1, 2018. For those who paid off their work earlier, pre-indexation was carried out only on April 1, 2018. Therefore, the recalculation for several months was lost.

It is important to understand that recalculation will be made for the entire period of a person’s work (taking into account all indexations), but an increased pension will be paid only from the moment he leaves work. It is not worth retroactively waiting for indexation payments for all past years - it will not be.
