In recent years, the media has been actively discussing in the media and among pet lovers: whether a new law will be introduced in Russia in 2020, providing for the payment of a tax for keeping animals in the house. Some deputies of large parties to the State Duma want the country to keep a strict record of domestic animals, issue veterinary books with mandatory records of vaccinations and diseases.   1. Guinea pigs and chinchillas - 800 rubles.
  2. Small animals (mice, rats, hamsters, etc.) - 1200 rubles.
  3. Decorative dogs - 1200 rubles.
  4. Dogs of large breeds - up to 15,000 rubles.
  5. Cats - up to 5000 rubles.

The law does not yet provide for payment for the ownership of fish and livestock (horses, cows, chickens, etc.). It is not difficult to calculate the additional costs in the family budget if at least one cat or dog lives in the house and still needs to be fed daily. What can we say about the owners of frequent nurseries, as well as those people who take homeless animals for temporary overexposure until they find a permanent owner. According to lawmakers, such changes will increase the responsibility of pet owners. Additional funds in the budget will be allocated for the sterilization of stray dogs and cats, the creation of state shelters and overdoses for them. The implanted microchips will help to find the lost four-legged pet without special efforts. Identify and find the owner responsible for the actions of the animal that caused any injuries to a random passerby.

Veterinary control and vaccinations, in turn, will reduce the risk of outbreaks of serious infectious diseases. On December 27, 2018, the State Duma adopted Law No. 498-ФЗ On Responsible Handling of Animals.It does not yet provide for any payments to the budget and taxes. The main directions of the tax policy of the country and sources of financing the state budget for the coming years have already been identified.

The main innovations relate to the shooting of stray animals - it has been banned since 2018. It is unacceptable to catch homeless animals in the presence of children. The owners, in turn, are forbidden to throw pets on the street. A substantial fine and even imprisonment await those who abuse animals and torture them.

Although the tax on dogs and cats in Russia will not be accepted in 2020, a penalty has been imposed for walking in an unexpected place for this from January. Local authorities will need to prepare walking areas, identify zones and territories where you can relax with animals. Also, a list of wild animals forbidden for domestic keeping has been developed and will come into force in 2020, and those that already live with Russians will remain in custody until their natural death.

Pet owners are now required by law to provide pets with proper veterinary control and care. Animal excrement must be removed from public areas and the street. It is forbidden to walk a potentially dangerous dog without a muzzle and a leash. The list of these breeds is established by the Government.
