At the beginning of 2019, at a meeting of the Cabinet of Ministers, it was considered and decided to increase the remuneration of those employees whose profession is directly related to ensuring a decent level of education. This category includes not only teachers, but also employees of preschool education, so the salary of educators should change in 2020. Will the representatives of the younger pedagogical staff in kindergarten be raised and affected by the reform?
What will be the salary?
By the end of 2019, the average salary of educators is 29,000 rubles. However, the average value was derived taking into account remuneration in Moscow and the region, where at the regional level, payments to employees of preschool, primary and secondary education were increased to 50-60 thousand rubles, depending on the qualification rank.
In other regions of the Russian Federation, the situation is worse: payments to educators rarely exceed 18,000 rubles. At the same time, when calculating wages, take into account:
- qualification level;
- position (responsible for the group);
- additional payment for difficult working conditions;
- access to night shifts (round-the-clock gardens);
- additional services to preschool children;
- narrow-profile status of a preschool institution.
A novice teacher who enters the service immediately after university usually receives a minimum wage. The same criteria will be taken into account next year, but with some changes.
Is it worth the wait?
Back in 2012, the President of the Russian Federation signed Decree No. 597 “On measures for the implementation of state social policy”. One of the decrees of this decree concerned workers in the field of education. Vladimir Putin determined:
- By 2018, bring the size of wages to employees of schools and preschool institutions to the average wage in the region.
- By 2018, increase the real wage by 1.4-1.5 times.
- By 2020, increase the number of highly skilled workers.
Then the planned changes did not occur due to the crisis in the country in 2014. Only by 2019, a multi-stage and promising reform to increase the salaries of teachers and educators resumed. It is only about state institutions in which wages come from the country's budget.
According to V. Putin, the increase in wages for employees of preschool institutions will increase by 40% by the second quarter of 2020.
Action plan
In the second quarter of 2019, the salary of teachers of the kindergarten was increased by an average of 200-500 rubles, depending on the region. As promised by the Ministry of Labor, this is only the initial stage on the way to raising a decent standard of living for teachers. The latest news about the salaries of educators in 2020 suggests that the Ministry of Labor has a clear plan of action:
- Binding salaries to the cost of living in the region. That is, if the cost of living is higher than the monthly salary, it will increase.
- Billing of educational salaries at the regional level.
- Raising the wages of state employees by 80%.
- Replacing the old tariff grid, consisting of 25 qualification categories, with a modern and more detailed one. The interest rate on employee salaries will also be increased.
It was also planned to increase the salary of the assistant teachers since 2012, but it will not happen until 2020.The younger educational staff has difficult labor duties, and, according to the State Duma deputies, responsible work should be appreciated.
At a meeting of the Ministry of Labor in July, it was decided by 2023 to provide each member of the teaching staff with monthly payments, which will be equal to four living wages. By the end of 2019, the minimum wage of the teacher is 1.73 of the subsistence level. Today it is known that the action plan is weather and includes the period from 2019 to 2023. Also, do not forget that from January 1, 2020, the minimum wage indexation is expected to be 3.8%. It will also affect the increase in the salary of the teaching staff.
When to wait for a raise?
Index of the minimum wage will happen clearly on time - from January 1, 2020 in accordance with Federal Law No. 421 “On Amending Certain Legislative Acts” and Federal Law No. 82 “On the Size of the Minimum Wage”. In accordance with the “May decrees” of distant 2012 and their adjustment from 2019, starting from January 1, teachers and preschool workers will increase their salaries by another 1.6%.
That is, the total amount of monthly payments from educators will increase. Further allowances planned in the future will occur according to the schedule, but the Ministry of Labor and the State Duma do not exclude the possibility of unforeseen circumstances in the economic sphere. So far, 120 billion rubles have been allocated specifically for increasing the remuneration of teachers and educators.
The field of education is extremely important for the development of the state. That is why the government of the Russian Federation is doing everything possible to ensure decent wages for employees of educational institutions. Despite the difficult economic situation in the country, educational salaries have already been indexed and will be increased further.
