Young people have different attitudes toward service, but everyone who has no contraindications to health will have to pay military duty. For future soldiers and their relatives, it is important to know how much they are serving in the army now - in 2019-2020. For several years now, news has flashed in the press that the service life will soon be increased, but there was no official confirmation of this information.
Life time
In accordance with the law "On Military Duty and Military Service" N 53-ФЗ (Clause 38 of Article 38), the term of service in the army in 2019-2020 remains unchanged and amounts to 12 months (1 year). This applies to young people drafted into the army at the age of 18-27 years. Thus, in the current year, young men born in 1992-2001 are being called up.
Important: the countdown for conscripts begins to flow from the day when the young man is assigned the rank of private and enlisted in the ranks of the Armed Forces.
This is usually done upon arrival at the collection point after passing the final medical examination. Thus, following to the point, which sometimes can take a week, is not included in the countdown. After the expiration of exactly 12 months, the soldier should be excluded from the list of personnel of employees - this date will be dismissal. The time taken to get home is not included in this period (earlier, early dismissal was used as a measure of encouragement).
Alternative service
In addition to the usual way to repay debt to the motherland in the army, some categories of citizens have the opportunity to serve by working in specialized enterprises. This area is regulated by the Law on Alternative Civil Service No. 113-FZ. According to Art. 5, in 2019-2020, the service life will be:
- for those who go through it in civilian organizations - 21 months (coefficient 1.75 of the length of stay in the army);
- for those passing it in organizations of the Armed Forces of the Russian Federation (as civilian personnel) - 18 months (coefficient 1.5).
Representatives of the males of 18-27 years of age who belong to indigenous minorities or have religious or moral beliefs that contradict the activities of the armed forces can go through the army "in civilian life". You can get a job in one of 65 specialties and 61 positions. The young man draws up a statement about the passage of an alternative army before the draft campaign begins. The application is considered by a special commission. The man should also receive a conclusion on fitness from the medical board at the military commissariat.
Also an alternative type is training at the military department of the university. Its duration is 1.5 years for privates and 2-3 years for officers. Military training takes 1-2 days a week, and also includes fees at landfills. Today, there are fewer universities with military departments, as the requirements for their activities have increased.
Under the contract
Instead of military service, the young man can choose a contract form - such an order of the Supreme Commander has been in force since 2017. According to paragraph 5 of article 38 of Law No. 53-FZ, the term of the contract, which is concluded for the first time, is a minimum 2-3 years (at the request of the employee) to obtain the rank of private, sergeant, foreman. For officers, the first contract is 5 years. Subsequent contracts range from 1 year to 10 years.
Please note: if a citizen who has chosen a contract form instead of an urgent one terminates the contract ahead of schedule, he will have the obligation to “serve” the remainder of the total period, which is calculated from a 2 to 1 ratio (one day for a call is 2 days for a contract).
In order to conclude a contract, it is necessary to apply to a special selection point and it is advisable to do this before the summons from the military enlistment office arrives. To qualify, you must have a secondary or higher education, no criminal record, pass the standards for physical fitness, pass the test for aptitude and medical board.
Rumors of a longer term
On June 15, 2017, the President of the Russian Federation officially announced that the term would not increase for draftees. Thus, based on the words of the Supreme Commander-in-Chief, it can be argued that serving in 2019-2020 will have the same amount - 12 months. Doubters can be comforted by the fact that such amendments to the law will take a lot of time - first a proposal is made by deputies of the State Council, then it goes through three readings, then it must be approved by the President of the Russian Federation. Therefore, such a decision cannot be made transiently.
The reduction in the length of time in the army was due to the decision to switch to a predominantly contractual composition of the Russian armed forces. According to the forecasts of the Government, in the coming years the number of conscripts should be reduced to 20%, the remaining places will be taken by professional military men. In many developed countries, the army consists exclusively of contract soldiers. However, such a reform is not planned in our country, because old men make up an important mobilization reserve.
How many served before
Beginning January 1, 2008, military conscription is 1 year. From 1996 to 2007, soldiers went to the army for 2 years, from January 1 to December 31, 2007 - for 1.5 years. The reduction in the length of the term has already shown positive results - now they are evading much less frequently, since it is easier to serve 1 year than to hide 10 years from the military enlistment office. The civic consciousness of the population has increased - among young people there has been an increase in patriotism and respect for the armed forces of the Russian Federation. Evidence of this is the social movement "Unarmia", created in 2016 to foster civic activism and prepare for service.
