At the suggestion of the President, in 2020 it is planned to launch the Zemsky Teacher program. It should solve one of the most important problems of Russian education - to minimize the shortage of personnel in rural schools. Within a year, all teachers who choose to work in rural schools will be able to receive substantial material compensation.
President's initiative
The good practice of launching the Zemsky Doctor program for health workers led to offer a similar option for teachers, which was announced by Vladimir V. Putin at the February address to the Federal Assembly. The main idea of the "Zemsky teacher" is that specialists who agree to move in 2020 to continue their professional activities in the "outback", to pay 1 million rubles from the federal budget. Money can be spent on any purpose without having to provide a report:
- purchase of housing (apartments, private houses);
- purchase of land and building materials;
- mortgage payment.
Compensation will be provided upon relocation to rural settlements, urban-type settlements, workers' settlements and cities with a population of up to 50,000 inhabitants.
The initiative is related to the fact that among 42,000 schools of the Russian Federation, 26,000 work in rural areas and lack about 12,000 teachers. The main reasons for this situation are:
- Reprofiling activities. After several years of “school” experience, many specialists decide to change their profession or are ready to work outside their specialty, preferring a higher-paying job.
- A large number of frames of retirement age, which there is no one to replace after retirement. In addition, due to age, they are not always able to cope with their duties, they can provide students with outdated material, which also does not contribute to improving the quality of education.
The program should “compensate” for the shortage of teachers in small settlements in order to fully realize the right of children to free full-time education. The lack of a sufficient number of specialists in rural schools significantly reduces the quality of the educational process, and some educational institutions have to be closed altogether. The shortage of personnel also negatively affects the results of the exam. One teacher is forced to conduct several subjects, but does not always cope with a given volume, so students simply do not receive sufficient knowledge.
At the regional level in Russia, similar projects had previously operated, providing for additional payments to wages in the first 3-5 years of work. But most of them are designed primarily for young people under 35, while the new program will help attract a wider range of specialists, regardless of age and experience.
Benefits for Educators
An important aspect: by analogy with the participants of the Zemsky Doctor program, it is planned for teachers to expand age barriers to 50 years. Starting from 2020, it will be possible to attract not only university graduates to the village, but also all interested teachers with great experience. Since age restrictions will be lifted, the following requirements are put forward for the applicant:
- the presence of higher pedagogical education;
- a contract with the leadership of a rural school for a minimum period of 5 years.
In addition, other possible conditions are discussed that will need to be met by teachers who are ready to become participants in the Zemsky Teacher program from 2020 and change urban life to rural.
Benefits for participants:
- “Lifting” in the amount of 1 million rubles;
- provision of housing or rental payments;
- the opportunity to change their place of residence to a more attractive region (for example, Crimea, Krasnodar Territory with housing by the sea);
- realization of creative potential, the possibility of increasing.
The program will be especially relevant for specialists who do not have their own housing or want to continue their professional activities in calm rural conditions. Many are ready to leave the busy city, but do not have enough funds to move, so they will want to use this chance. It will be enough for the teacher to decide on the locality, fill out an application and receive appropriate benefits. On the spot he will be provided with free housing for living, and in the absence thereof, they will compensate for the rent.
Move and stay
One of the main tasks of the Zemsky Teacher program is not only to encourage teachers to move to the village, but to really stay and develop in the professional sphere. To do this, officials will have to take into account a number of mistakes made during the implementation of a similar program to attract doctors to the countryside under the name "Zemsky doctor." Then the young specialists registered a mortgage for the proposed million rubles or bought housing in the city, where they returned after honestly worked for three years in the village. Thus, no consolidation of personnel was achieved.
Moving should not only be financially beneficial at first, but also cause a desire to stay for further residence. To do this, it is planned to provide rural teachers with housing, higher salaries and social guarantees. Similar rules already existed in the period 1991-2004 under the Law on Social Development of the Village. But over time, wages in rural schools became the same as in urban schools; utility bills were reduced or canceled. So, earlier teachers were exempted from electricity and heating fees, but over time this benefit was canceled, which significantly affects the family budget. For example, only for heating in the winter, about 5-6 firewood machines are required, each of which costs about 8,000 rubles, or up to 40,000 for the whole winter at a teacher rate of 14,500 rubles.
For comparison, a doctor who moves to work in a village receives a “bonus” from the federal budget in the form of a million rubles, while a teacher in a similar situation receives surcharges from the regional budget, which are scarce in many constituent entities of the Russian Federation. For example, in the Omsk Region, the amount of regional payments when moving to the “outback” is 20,000 rubles, which is hardly a sufficient incentive.
Even if you take into account previous mistakes with the help of the Zemsky Teacher program, you can only reduce the total staff deficit, but not completely eliminate it. Significant material remuneration and provision of housing is a tempting prospect for only a part of teachers. Many experts prefer to live and teach children in large cities for personal reasons.
