The Russian government is systematically implementing programs to support children without parental care. One of the measures is the placement of orphans in foster care with the expansion of benefits and an increase in the amount of payments for their maintenance. What changes in terms of financing should guardians expect in 2019-2020?
What determines the size of benefits
The following indicators affect the size of payments to a foster family in 2019-2020:
- children's age;
- how many are under guardianship in a particular family;
- in which region of the Russian Federation do guardians live;
- the health status of minors.
Types of benefits
Russians accepting foster children receive several types of payments and compensations. Benefits are paid once and monthly, as well as in the form of compensation for travel, utility bills, and other exemptions.
Lump sum payment from the state it is laid to parents raising their own and adopted children. The amount of benefits in 2019 will be 16350 rubles.
The state pays increased amounts to educators in whose care:
- minors with disabilities;
- several orphans from orphanages.
Monthly payments
A single amount of monthly payments has not been established - the amount depends on the factors listed above. Adults taking care of children with 3 or 4 categories of health conditions receive 1.5-2 times higher than educators who care for healthy orphans.
Guardians raising children under three years of age are eligible for a premium. This right applies to the parent who has taken leave to care for the child at work. The state allowance is 40% of the official salary.
On average, the monthly amount paid to teachers for each orphan is 14-16 thousand rubles. The amount of benefits differs in different regions, because regional authorities have the right to allocate additional funding for these purposes.
Increase benefits
Federal payments are indexed annually in February. This rule does not apply to regional surcharges - local authorities independently decide the need for an increase. According to the latest news, some regions have already announced an increase in government payments in 2019-2020.
Among them is Moscow. Next year, foster parents in the capital will receive:
Monthly maintenance of children:
- 16 500 rubles - for one minor up to 12 years old;
- 22,000 - 12-18 years old;
- 27,500 - for a disabled person until adulthood.
Families with three or more children:
- 19 800 - for pupils under 12 years old;
- 25 300 - for children from 12 to 18 years old;
- 27,500 - for every minor with a disability.
In families where 1-2 foster children grow up, one parent receives state financial assistance. In large families, remuneration is due to both parents and for each orphan who is brought up.
Russian law allows retirees to become guardians. But as soon as they receive this status, they will be equated with officially working citizens.
Maternal capital
In 2019, guardians retain the right to receive maternity capital. Legislatively, this moment is regulated in the law "On additional measures of state support for families with children" No. 256-FZ. Families who apply for guardianship for a second and subsequent minor children may apply for a certificate.
Mandatory conditions are the permission of the guardianship authority and the date of birth of the child until 2007.
Tax deduction
A working guardian parent is entitled to a tax deduction, the amount of which depends on the number of minors under guardianship:
- for 1-2 children - 1.4 thousand;
- for 3 and subsequent - 3 thousand;
- for a minor with a disability - 6 thousand.
An unemployed parent accrues seniority all the time that he is engaged in guardian activities.
Other benefits
Regional authorities provide other types of support to foster families. Usually they include:
- purchase of food at preferential prices;
- free use of public transport;
- compensation of expenses for housing and communal services;
- health improvement of children in camps or sanatoriums.
Foster parents living in Moscow in 2019 can expect compensation:
- ZhKU and phone in the amount of 928 rubles for each ward;
- the cost of summer recreation in the amount of 45 thousand per one minor.
The state also guarantees preferential placement of pupils in kindergarten, secondary school, and for children with disabilities - priority rehabilitation in specialized centers and medical facilities.
Another major benefit is the more favorable conditions when buying a property with a mortgage.
To make payments for 2019-2020, foster parents need to contact the territorial social protection authority - at the place of registration. Only families who have signed a contract with guardianship authorities receive benefits.
The conditions of his detention will be explained by service specialists. Guardians will need to fill out an application, provide a package of mandatory documents, indicate the method and details of receiving state cash benefits. Applications are considered within 10 days.
