As in all regions of the Russian Federation, another increase in pensions is planned in 2020 in Moscow and the Moscow Region. However, there are no innovations, only the systematic implementation of state programs is continuing. And this trend will continue for the next 4 years.
For non-working pensioners
In accordance with Federal Law No. 350-FZ of 10/03/18, the state refused to be tied to the inflation rate and set a strict framework - annually indexation should be 1000 rubles. However, from January 1, 2020, far from all pensioners will see such a result.
This is due to the fact that the increase in Moscow and the Russian Federation is calculated from the average annual pension in the country, and by 2020 this amount will amount to 15459.85 rubles. If you increase it by 1000 p., You get an increase of 6.6%. Accordingly, all payments for non-working pensioners increase by these percentages. So it turns out that for those who receive less than 15.5 thousand rubles a month. the increase will be less than promised by the state. For example, with a pension of 10,000 p. the increase will be only 660 p.
Minimum payout
According to part 1 of article 12.1 of Law No. 178-FZ of July 17, 1999 “On State Social Assistance”, the minimum pension payment may not be lower than the Living Wage of a retiree. In 2020, this value is considered according to a new formula proposed by the Ministry of Labor to prevent artificial underestimation of the indicator. For some regions of the Russian Federation, these changes led to an increase of 2000 p.
Actually, if payments from the state are lower than the PMP, then compensation is made to meet the cost of living. For the capital region in 2020, the increase in minimum pensions will be approximately 500 p.: Up to 12,578 p. in Moscow and 9908 p. in area. However, it should be borne in mind that the supplement to the subsistence minimum is made taking into account all measures of social support. These include:
- monthly cash payments and a set of social services;
- compensation for paying for public transport, communication services and utilities;
- urgent pension payments;
- social security measures.
If in total all payments are below the subsistence level, then the state pays extra compensation for the resulting difference individually. Also, depending on the PMP, social and state pensions will be indexed, and this increase for residents of Moscow and the Moscow region will occur on April 1, 2020.
For working pensioners
Since 2016, no changes in public policy have occurred. An increase in the size of pensions for working residents of Moscow in 2020 will occur only in August when recalculating the experience accumulated over the previous year. Moreover, the cost of the coefficients also does not increase starting from the date of registration of the status of a pensioner.
The price of a pension point for 2020 will be 93 p. Subsequently, it will grow by about 5 p. annually.
A working pensioner cannot count on annual indexation. In addition, surcharges to the level of PMP are also not made even when all sources of income are totally below this value. But for residents of Moscow there is another option for raising pensions in 2020, which is being actively discussed at the forums of the capital.
City social standard
The standard of living, and therefore the cost of goods, services for residents of the capital is higher than for any other cities of the Russian Federation.In order to compensate for this difference in the size of pensions and necessary expenses, in addition to increasing the amount of monthly accruals, Moscow provides for an additional payment of the City Social Standard (GSS), which will also be indexed in 2020. It determines the optimal amount of income for residents of the capital that can satisfy all needs.
Since September 1, 2019, the GSS was established by the city hall as the capital at the level of 19500 p. Surcharges for matching income to this level are made from the regional budget and are available to all recipients of insurance pensions. The main thing is to observe only one condition. You must have a permanent registration in the capital for at least 10 years. Otherwise, payments are limited to standard for the entire Russian Federation.
