Anti-Corruption Plan 2018-2020

On June 29, 2018, the President of the Russian Federation approved the plan to combat corruption for 2018-2020 adopted by the national assembly. It presents and develops action schemes for different branches of government: legislative and executive.

Tasks of NPPK

The National Anti-Corruption Plan (NPPT) provides for the implementation of measures aimed at solving such problems:

  1. Optimization of prohibition measures, restrictions, requirements adopted for anti-corruption purposes.
  2. The use of a uniform process of barrage measures to increase the effectiveness of the plan used, as well as to prevent conflicts of interest.
  3. The application of measures of additional regulation and control in the field of public procurement of goods, services in relation to legal entities engaged in providing for state and municipal needs.
  4. The unification of control measures, transfer of property to the RF income, for which there is no documentary evidence of its acquisition for legal income (this also includes luxury goods).
  5. Ensuring control of the provided reporting on income, property rights of authorized persons, increasing the transparency of such information.
  6. Improving the awareness of the business community about possible abuses of officials of state and municipal authorities, and suppressing indulgence in such schemes.
  7. Organization of educational work in society on the formation of a correct understanding of anti-corruption legislation, the popularization of exacting measures among state and municipal employees, the formation of a clear public legal awareness.
  8. Bringing the legislation into a uniform legal status in relation to policies related to the suppression of the corruption component and mutual coordination of all previously existing contradictions.
  9. Address gaps in legislation condoning illegal business schemes.
  10. The inclusion of the Russian Federation in the international system of combating corruption, increasing the credibility of the state in the international world arena.

List of events

In order to fulfill the assigned tasks, the Government of the Russian Federation, the Cabinet of Ministers, the Ministry of Labor, the Ministry of Justice, the Federal Assembly and the Prosecutor General have proposed stages whose achievement will help in the implementation of the anti-corruption strategy.

2018 year

In 2018, restrictive measures were introduced in relation to the activities of some employees holding replacement positions designed to monitor the implementation of anti-corruption legislation.

A list of officials of the federal government bodies responsible for the development and implementation of the NPPT has been established.

The Cabinet of Ministers determined the methodology of conducting sociological research to analyze measures to combat corruption and the introduction of anti-corruption schemes in all subjects of the Federation.

2019 year

Referral strategy for the Government of the Russian Federation in 2019:

  1. February - to formulate those force majeure circumstances, the occurrence of which does not entail the recognition of an offense in the field of NPPK, the inclusion of this list in the legislative draft.
  2. March - select criteria whose non-fulfillment will be recognized as an offense of the anti-corruption plan.The justification and choice of a preventive measure in relation to the employee who committed the offense or a group of officials, and what penalties will be applied: dismissal, fine or detention. Also determine the list of aggravating and mitigating circumstances in case of non-compliance with state prohibitions and restrictions.
  3. Enter in the personal data collected by the state services for employees applying for government posts at the municipal or federal level, information about the next of kin: parents, spouses, brothers, sisters, children, whose field of activity may lead to a conflict of state and personal interests.
  4. Provide in July a report on the implementation of the anti-corruption strategy in the field of public procurement of goods, works and services.
  5. Conduct open hearings on the formation of a procurement package: for government duties in the amount of 50 million rubles; needs of municipalities from 5 million rubles.

Starting from February 2019, the Prosecutor General’s Office is obliged to inform the chairman of the presidium annually about the actions and measures taken by law enforcement agencies in order to identify corruption schemes, and about the penalties applied to all participants and officials.

2020 year

The Government of the Russian Federation should conduct annual monitoring with the submission of a report on September 1, 2020 on the effectiveness of measures in the implementation of the national anti-corruption plan and the settlement of the conflict of interest arising in the process of execution.

The Prosecutor General’s Office was entrusted with drawing up a plan for conducting inspections of compliance with legislation regarding anti-corruption policies and the settlement of the rights of the parties.

Senior officials of federal entities should strengthen control over the country's anti-corruption strategy and provide annual reporting on February 1 for the previous reporting period. The final report on the implementation of the NPPK is provided on 01.12.2020.

The Ministry of Labor, in close cooperation with the Prosecutor General, should submit a report every six months on March 15 and September 15 on the settlement of issues of conflict of interest between the parties arising in the implementation of anti-corruption legislation and the NPPK.

One of the sections of the national anti-corruption plan for 2018-2020 is devoted to educational work and the possibility of obtaining a grant for these purposes. Promotion and research to determine the effectiveness of legal literacy of the population, scientific support of anti-corruption education will be supported at the state level. It also initiated the involvement of the scientific elite of leading economic and legal universities for the legal examination of formulated acts to combat corruption in the Russian Federation.

On May 21, 2019, Presidential Plenipotentiary Envoy Igor Komarov held a panel meeting in Nizhny Novgorod on the implementation of the National Plan to Combat Corruption in the Regions of the Volga Federal District, during which he stated that state and municipal procurement procedures are being improved in the regions and corruption risks are being reduced.

Implementation of targeted anti-corruption projects is carried out in the Republic of Mordovia, the Chuvash and Udmurt Republics. In March 2019, a “government hour” was held with the participation of the Prosecutor General of the Russian Federation, Yuri Chaika, during which the need to improve the legality and redress of corruption crimes was discussed.

Vasily Piskarev, chairman of the State Duma committee, made a statement that the sphere of budget utilization is still the most corrupt.In addition, it was noted that in 2019 there was a positive trend in compensation for damage caused by economic crimes. However, the compensation for damage amounted to only 23.5%, taking into account cases sent to the court.

Also, according to the Parliament, in 2018, more than 73 billion rubles were withdrawn from the country. through doubtful monetary transactions.

On June 3, 2019, the Russian government approved the mapping of corruption, which includes a mechanism for conducting opinion polls in various regions. At the same time, citizens related to religious, social and political activities (military, civil servants, etc.) will not participate in the polls.

The outline map represents the first federal system of sociological assessment of corruption in Russia, but it will hardly affect the federal level itself. In this case, it will be divided into “household” and business ”parts.
