The possibility of obtaining a mortgage with state support in 2020 remains relevant for many Russian families. Special lending programs allow different categories of borrowers to get lower loan rates. In most cases, this saves significant amounts compared to standard housing loan terms. The acquisition of housing in 2020 will be more affordable due to previously existing conditions and the introduction of new programs.
Family mortgage
The program is intended for families where a second or subsequent child was born during the period 1.01.2018-31.12.2022. For such borrowers, a preferential loan rate of 6% is offered, regardless of the indicator set by the bank, and the difference is compensated by the state budget.

A prerequisite in 2020 remains the Russian citizenship of parents and children, as well as the purchase of real estate only in the primary market from a legal entity (under a contract of sale or equity). But if earlier the validity period of the preferential interest rate depended on the number of children (3 years after the birth of the first and 5 years after the birth of the third child), then from April 2019 a credit rate of 6% is valid for the entire term of the contract with the bank. Banks have the right to set their own criteria for borrowers regarding age, income, work experience.
Under current conditions, a family mortgage is valid for housing purchases until December 31, 2022. But families where the child appears from 07/01/2022 will be able to take advantage of preferential conditions until 03/01/2023. In addition, the program allows you to refinance a previously issued mortgage, even if the family has already applied for a change in the terms of the loan.
Rural mortgage
From January 1, 2020, it is planned to introduce another program of state support in the acquisition of housing from the Ministry of Agriculture. We are talking about the so-called rural mortgage, for the financing of which next year 1 billion rubles will be allocated from the budget of the Russian Federation. The lending rate will be 3%, but if there are opportunities, the regions are given the right to reduce it down to 0.1%.
The program is designed to help citizens of the Russian Federation aged 21-65 years (not necessarily family or with children) in the purchase of real estate and individual housing construction in the following conditions:

It will be possible to take advantage of the rural mortgage only 1 time, and housing purchased in this way cannot be sold or leased for 5 years. In addition, preferential conditions will not apply to municipalities and urban districts of the Moscow region, as well as municipalities of St. Petersburg.
The main requirement for real estate: location on the territory of rural settlements or settlements, workers' settlements, urban-type settlements, cities with a population of up to 30 thousand inhabitants, connected by the joint use of infrastructure, economic and social ties.At the same time, it is possible to purchase ready-made objects (including from private individuals), land with the execution of a contract for the construction of a house (within 24 months from the date of the first payment) or the execution of share agreements.
Buying a home in the Far East
In order to attract qualified personnel to the Far East, Vladimir Putin proposed launching a special mortgage program for young people. Roughly from January 1, 2020 until the beginning of 2025, it will be possible to obtain a housing loan on unprecedented conditions - at 2% per annum. As in the case of a family mortgage, the difference in bank rates will be compensated by the state.
The program for the Far East can apply to the purchase of real estate in the primary market (finished or under construction) or the construction of your own home on such conditions:

Refinancing of previously issued mortgages under this program is not provided.
Take advantage of this option to solve the housing problem will be able to young families with an official experience of family life of at least 1 year. The age of the spouses should not exceed 35 years and one of them must be registered in the territory of one of the Far Eastern constituent entities of the Russian Federation. In addition, the program will operate for single-parent families with one parent under 35 years old and a child under 18 years old.
Other programs
In 2020, a number of state support programs on mortgages for certain categories of the population will continue to operate:
- Preferential conditions for military personnel. Program participants can open a personal savings account to transfer funds from the state budget. After 3 years or more, the accumulated amount can be used to make an initial payment, and subsequent amounts received - to repay the loan and interest. In the proposed draft budget for next year, the size of the accumulative contribution is 288 410 rubles.
- Use of maternity capital (for families with 2 or more children). In 2020, its amount will be 466 617 rubles. One of the permitted areas of use of the allowance is spending on the purchase of housing, including making an initial installment on a loan or paying off existing debts.
- Regional state support programs, the conditions of which are established by local authorities depending on the financial capabilities of the region.
