The federal law on smart meters developed by the Ministry of Energy was officially adopted, signed by the President and published on the page of the legal information portal - now smart metering devices will be required to be installed (the innovation will come into force on July 1, 2020).
What threatens the news to ordinary Russians, when they begin to replace the meters, and most importantly, who pays for the modernization of metering stations, we suggest looking together for answers to this and other questions.
The essence of the new law
The new law, which marked the transition from old electricity meters to modern smart meters, was adopted by the State Duma on December 19, 18 in the third reading. The document obliges, starting from 06/01/20, to replace obsolete models of electric meters with multifunctional systems.
- in private sector homes, a replacement must be made by the electricity supplier;
- at enterprises and industrial facilities - PJSC Rosseti.
According to the new law from 06/01/20 consumers will no longer be responsible for the state of the meter. Also, the owners will be removed from the obligation to report the failure of the device or a violation of its integrity. The exception will be situations when the meter will be placed inside the house or within the boundaries of the land. The issue of timely verification and repair of equipment will also fall entirely on the operating organization (or the electricity supplier).
Important! The consumer will continue to be responsible for organizing energy metering and timely payment.
They also plan to tighten the fight against debtors. After installing innovative switching equipment, companies supplying electricity will be able to remotely disconnect consumers.
Features of intelligent accounting systems
ISU (intelligent accounting systems) are multifunctional complexes that have several capabilities at once:
- metering of electricity used by the consumer;
- data transfer to settlement centers;
- limitation of electricity supply;
- prevention of unauthorized access.
All such electricity meters, which will be in use from 2020, are equipped with a unique electronic system (they say that this will be a domestic development, not inferior in functionality to the foreign analogues on the market today).
The advantage of such systems for sales organizations is obvious - they will provide companies with up to 30% savings, significantly reducing cases of unauthorized interference in the operation of metering devices by consumers and allowing targeted action on debtors.
The main advantage for consumers will be the fact that they will not be responsible for the meter, and inspectors will not have to get into houses, apartments and enterprises every month. All readings will be transmitted to settlement centers automatically.
Of the features of such equipment, a higher accuracy class can be noted, in comparison with mechanical counterparts, which may affect pay cards with a slight increase in energy consumption. This is normal, because counters with a smaller error take into account the smallest load on the network.
Who will pay for the installation
The owner of the house or company will not have to pay anything - smart electricity meters will be installed at the expense of the supplier, but from 2020 we should expect some increase in tariffs. Indeed, it is most likely to compensate their costs for the purchase of expensive equipment (and one such device can cost about 12,000 rubles), electricity providers will try at the expense of the consumer.
Having foreseen such a situation, the country's leadership severely limited the bar for a possible rise in electricity prices, fixing it with an inflation threshold. Thus, although the cost of modernization will be included in the tariff, the actual payment for the long term will be stretched.
When to replace
The law stipulates that the installation of smart meters, which will begin in July 2020, should be fully completed by 01.01.23. The exact schedules for the replacement of meters will be drawn up by the companies supplying electricity, taking into account the existing possibilities of financing the project and the number of subscribers served.
If it does not fulfill its obligations, penalties will be imposed on it, and the consumer will pay electricity for the average estimated consumption (the calculation mechanism has not yet been specified).
If even after such measures they did not install the MIS, subscribers can be completely exempted from payment. Most likely, such measures will not reach. But, the fact that the possibility of such sanctions is prescribed in the law should stimulate suppliers to fulfill the requirement as quickly as possible and modernize accounting systems.
