According to the instruction of the president of the country, from January 1, 2020, the monthly allowance for poor families for the maintenance of children aged 1.5 to 3 years will increase. Now they will be paid budget money in the amount of one child's living wage, set separately for each region. It is worth noting that we are talking about financial assistance, the size of which from 2020 will amount to more than 10 thousand rubles. To date, the allowance for poor families is 50 rubles. for one child.
These social benefits are intended for those families whose members have a monthly income of less than 2 living wages for reasons beyond their control. Currently, the threshold is 1.5 living wages per person, which is an average of 16 thousand rubles. This important condition must be observed for at least the last 3 months. It is estimated that higher payments will affect more than 70% of Russian families who are in need.
Purpose of the new manual
According to the information of the competent authorities, starting in 2020, the state plans to allocate annually more than 70 billion rubles to support the needy Russians. The main goal of material assistance is to increase the birth rate in the country. In this regard, the authorities do not set a target framework for the use of children's money. Parents of babies will receive them in cash and will be entitled to dispose of them in their entirety at their discretion. This new benefit differs from matkapital, the expenditure of which should be justified and documented.
Payment Terms
Federal Law of 04.04.2003 No. 44 defines the criteria for classifying families as needy. The main condition is the insufficiency of their income. The following types of payments are subject to accounting: salaries, scholarships, allowances, pensions, rent, dividends on securities, alimony, remuneration from copyright.
All income received over the past 3 months are added together. Then the amount received is divided by 3 and the number of households. If the final value is less than the subsistence level, then there is every chance of being included in the category of the poor. If they include able-bodied citizens who shy away from work due to the use of alcoholic beverages or other subjective reasons, then the status of the needy is not assigned to her.

- Each member has less than 18 square meters. m. etc.
Through subsidies, Russians can buy new municipal housing, pay off their existing mortgages, purchase building materials, or pay wage workers.

If in 2020 monthly payments will exceed the average standard consumption by 22%, then overspending is subject to reimbursement from public funds. Only conscientious payers who have no utility debts will be able to take advantage of the privilege. The term of the benefit is 6 months.
Tax relief
Fiscal legislation provided for a number of social measures to support Russian families belonging to the category of needy. So, for example, they have the right not to pay income tax if at least one of the households is legally exempt from paying it and one minor child is brought up.
If unsecured citizens own a land plot with an area of up to 8 acres, then they are given a discount reaching up to 50% when paying land tax. If they have a personal car with a capacity of less than 150 liters. s., the amount of fiscal collection is reduced by 50%.
