Unlike the current year, in the coming 2020, an increase in electricity tariffs in almost all regions will be single. The increase, according to experts, will be moderate and will not go beyond the forecast inflation.

A sharp change in the amount of electricity bills in 2020 is not expected. The current legislation does not allow resource-supplying organizations to greatly increase electricity prices. The decision against the unjustified increase in prices for utilities, including electricity, was signed by Prime Minister Dmitry Anatolyevich Medvedev in the summer of 2019.
The maximum and minimum marginal tariff levels are established by the Federal Antimonopoly Service (FAS). Deviation from the upper and lower bars of a given range threatens with big troubles for local authorities. If an unreasonable price increase is detected, until they are counted, the residents of the offending region will pay for the light at a minimum rate. Similarly, prices are adjusted if the authorities even forget to set tariffs in the new period.
Recall that earlier the Federal Antimonopoly Service also set price limits per kW / h. But the pricing information was advisory in nature. Therefore, often local authorities raised prices for the transfer of energy without coordination with the antitrust authority. This led to a situation where the difference in the cost of services within one region differed dozens of times. And the average increase in the final price for energy often far exceeded the level established by the forecast of socio-economic development of the regions. After the government’s decree against unreasonable price increases for housing and communal services came into effect, this situation is excluded. Now the regional authorities cannot "get around" the stage of tariff coordination with the antimonopoly service. Therefore, the cost of electricity for Russians in 2020 will not rise above the level of projected inflation.
The price increase for one kW / h in 2020, as before, will depend on the type of house (with or without electric stoves), on the structure of electricity consumption by a particular household (daily rates always go up unevenly).

How much prices for the services of energy supplying network companies will rise in 2020 will depend on the officially announced level of projected inflation. From the latest news it became known that changes in prices will appear only in the second half of 2020. Recall that this year, the increase in the cost of light was two-stage. Moreover, the first recalculation was carried out from January 1, 2019, which came as a surprise to the population. The authorities explained the “failure” in the schedule of tariff changes by increasing the value added tax from 18 to 20%.
In 2020, the tariffs from January 1 to June 30 will remain unchanged, or electricity prices will rise very slightly, according to the FAS. In the second half of the year, an increase in the cost of energy is expected to be within 5% - this conclusion after calculations came to the assistant professor of the Department of State and Municipal Administration of REU named after Plekhanova Kirill Parfyonov.

Significant changes are expected in the future in determining the cost of electricity. After numerous complaints from the population to the president about excessive overpricing, the antimonopoly service conducted a raid of inspections. During which many violations were identified. After that, by order of the head of state, the legislation was amended. Starting from 2023, tariffs will be set not every year, as they are now, but once every five years.
Also, from the latest news, it became clear that the authorities are not yet ready to return to discussing the issue of the social norm (SN) for electricity. Recall that the Ministry of Economics previously proposed to introduce a social rate on the household. According to the department’s calculations, the family would pay for the first 300 kW / h per month at the base rate, and even more than that at an increased rate. For those whose counter would wind up more than 500 kW / h, according to the Ministry of Economy, it would be possible to apply an “economically sound tariff”. Gradually abolishing the privilege for residents of rural areas and for residents of apartments with electric stoves is another proposal of the economic department. So far, all reformist ideas have remained on paper. “There is little effect for the energy sector, but a lot of discontent” - this is how officials describe the idea of the Ministry of Economy.
In 2014, pilot projects were launched in five regions of Russia to introduce a social norm for electricity consumption per person registered at the address. Projects have taken root and are operating to the present. So, for example, in the Nizhny Novgorod region, the social rate per person is 50 kW, for a single living 85 kW. The tariff within CH in 2019 is 3.71 rubles, and consumption over it is already 6.45 rubles.
