In 2018, a plan for the reconstruction of the Nosovikhinsky Highway was developed as part of the Moscow Region project "Development and Operation of the Road Transport Complex for 2017-2021". By early 2020, new overpasses and overpass with six turn loops will appear in this direction.
Reconstruction plan
The issue of reconstructing the Nosovikhinsky highway has long been discussed in the government of the Moscow region, since every year the traffic in that direction increases significantly. Given that this branch takes over the traffic of the Gorky Highway and unloads traffic jams of Balashikha, the situation is aggravated every day. Add to this the growing microdistricts and an inconsistent urban planning policy that does not provide for the possibility of expanding the route - for residents of Zheleznodorozhny and Kupavna, overcoming the two-lane Nosovikha, which is 78 km, becomes a real pain.
The reconstruction of the Nosovikhinsky highway was supposed to begin in 2018 with the expansion of the highway passing through Tsentralnaya, Oktyabrskaya and Sovetskaya streets in Zheleznodorozhny. At least 4 lanes should have been obtained from a two-lane road, and 6. on separate sections. Additionally, the authorities decided to build an overpass in Saltykovka and at the Reutovo railway station, which would allow unloading the traffic flow on Nosovikha. A partial solution to the problem is also seen in the laying of a new highway, the Western Bypass of Elektrougly. It should connect the 20th km of the Nosovikhinsky highway with an overpass and Bolshaya Vasilyevo and Vokzalnaya (Elektrougli) streets.
The reconstruction plan includes not only the expansion of the roadway and the construction of new detours, but also the improvement of the territory along the highway. Alexei Kozlov, head of the Department of Architecture and Urban Planning of the Reutov city district administration, announced in January 2019 that the city administration was negotiating with the Moscow government on the issue of allocating money for the improvement of a highway section located on the border between Reutov and Novokosino. At the moment there are no sidewalks and bus stops, the facades of houses are inadequate and there are no green spaces. According to the plan, this work should be completed at the end of 2019.
How is the work going
The deadlines for many points of the plan are at the end of 2019, in fact, at the beginning of the third quarter of this year, work was not even completed by 50%. The only thing they almost managed to do was with the overpass on the 20th kilometer. At the end of February 2019, the construction of this site went into its final stage. Soon, motorists will forget about traffic jams at the railway crossing near the village of Vishnyakovo.
The new road will increase traffic to 80 thousand vehicles per day. The head of this project, Igor Markov, said that together with 800 meters of a four-lane highway, 90% of the work was completed on laying communications. Soon, residents of Balashikha, Zheleznodorozhny, Noginsk and Elektrostal will be able to quickly get to Moscow, and the internal communication between the villages of the Noginsky district will improve significantly. There will be no traffic lights, and the permitted speed will be 150 km / h. This plot is planned to open in the fourth quarter of 2019.
Things are worse with the Saltykovka-Balashikha and Reutov overpasses. In the first case, construction began even before the adoption of the plan for the reconstruction of the Nosovikhan highway, in 2016. In January 2019, the contractor surrendered 1.6 km of the span of the planned 1.7 km. and began work on the reconstruction of utilities located in the overpass area. The press service of the Ministry of Transport and Road Infrastructure of the Moscow Region reported that, at the same time, the landscaping of the station square at Saltykovskaya station was being carried out.
Reutov’s overpass was made only 65%, although the authorities promise to commission it in September 2019. Work is still underway on the assembly and installation of span structures, the installation of reinforced concrete supports and retaining walls. In January 2019, only the third and fourth pillars were completed, there will be six in total, and the total length of the span will be 3.1 km, so far only 1.2 km have been completed. The Ministry of Transport explained that as part of the reconstruction of the Nosovikhinsky highway, they will reconsider the driving directions at the intersection of the erected driveway and the main highway until 2020, that is, before the official opening of traffic on the new flyover.
Work on the “Western Elektrougli bypass” section began work at the end of 2018. By the spring of 2019, they filled in the mound of pavement with the simultaneous reorganization of communications passing in the working area. The pile-up of the foundation of the road and the construction of the earthen embankment were planned for the period when a stable positive temperature is established. This site is not considered strategically important in terms of unloading Nosovikha, therefore they plan to complete it by 2021.
5.6 billion rubles were allocated for the reconstruction of the Nosovikhinsky highway, and this funding is enough to make new solutions and relieve the problem area. Each facility employs from 35 to 50 people and from 4 to 9 pieces of equipment. The construction of overpasses will eliminate traffic jams at the intersection of the railway track with the highway, which paralyze traffic not only on the main highway, but also make traffic in cities in the problem zone unbearable.
