Pension legislation reforms carried out in Russia over the past five years have significantly changed the retirement procedure and the principle of calculating monthly payments. Russian pensioners have already figured out benefits in 2019, and what the formula for calculating pensions in 2020 will cause a lot of questions for the population. But, representatives of the FIU assure that the mechanism for calculating old-age benefits has already been debugged, no changes are expected and everyone can find out the approximate amount of their pension today.
What changed
One of the parts of the transformation of pension legislation in 2014 was the combination of reassessment of citizens' pension rights. The rubles accumulated before January 1, 2015 by the Russians “turned” into pension points. At the moment, according to the same principle, all deductions received from the employer or from the “tomorrow's” pensioner in the Pension Fund are converted into pension points. The amount of accumulated points directly depends on the amount of wages: the more the employee’s labor is evaluated, the more he goes to a pension fund and is converted into points. Additional bonuses are awarded for military service and maternity leave.
As a result of the 2019 reform, significant changes have taken place regarding the number of points required for calculating a pension. In addition, requirements for a minimum length of service giving the right to claim benefits were tightened. For example, in order to apply for a pension this year, a minimum of 10 years of service and 16.2 points are required. For those who plan to take a well-deserved vacation in 2020, the conditions are already different: 11 years of experience and 18, 6 points. Russians who have not reached the lower limits of the set norms can only apply for social pension benefits.
The age of retirement has changed as a result of the reform of the pension system. Previous threshold: 60 years for men and 55 years for women are steadily increasing every year. Under the new rules, in 2020 they will be able to apply for a pension:
- men at 61.5 years old;
- women at 56.5 years.
In addition to the size of the salary, several other factors influence the amount of benefits:
- the number of years worked;
- applying for a pension later than the established retirement age;
- the choice of pension option in the system of compulsory pension insurance;
- the number of years spent on maternity or military service.
When submitting documents to the Pension Fund for calculating a pension, an employment record must be presented as proof of labor activity. Each entry in which must be confirmed by the details of the employer's orders.
Indexing
In 2020, the Ministry of Labor promised once again to index payments for non-working pensioners. Expected inflation is 3.8%. At the same time, they promise to increase pensions by almost 1000 rubles both for pensioners who have gone on a well-deserved rest by age, and for categories receiving a social pension:

Accrual procedure
According to the provisions of Article 15 of Law No. 400-ФЗ dated 12.28.2013, the formula for calculating the insurance pension is as follows:
Individual points x cash equivalent of one point for a specific period of time + fixed payment = insurance pension
Of the three components of the formula, a future pensioner can only affect the amount of accumulated pension points. Their number can be increased due to high wages and the accumulation of long working experience. The remaining two values are set by the state. Moreover, their size changes annually due to indexation to the inflation rate. In 2019, the increase was 7.05%, and in 2020 an increase of another 6.6% is planned. Thus, the amount of the fixed surcharge in 2020 will be 5686.24 rubles, and one point will cost about 93 rubles.
Important! The annual indexation applies only to pensioners who have left their main place of work.
If during the calculation an amount is obtained that is less than the subsistence level, the state will make up for the pensioner this difference. Thus, the law provides that every citizen has the right to a minimum pension. But the size of the minimum payment depends on the place of residence. For each region the cost of living is different and it is set by local authorities.
The most enviable retirement benefits among European countries are Swiss citizens. Monthly payments for each Swiss are about 200 thousand rubles. In second place in the ranking is Denmark. Payments for pensioners with Danish citizenship amount to about 180 thousand rubles. Russia is still in last place, with a very wide gap from the penultimate in the ranking of Greece, where the average pension is about 50 thousand rubles.
How to calculate simply
For the convenience of citizens, as well as in connection with the complication of the procedure for calculating pension benefits, a special calculator was developed. With it, every citizen can calculate the future retirement pension free of charge. The pension calculator is posted on the official website of the pension fund. You can use the service on the site without registration. The calculation is made in the current year. Therefore, for men and women going on a well-deserved rest in 2020, the calculation, taking into account all factors, will be approximate.
In order to “figure out” what monthly allowance you can count on, on the main page of the PF Russia portal you need to find the section “Pension calculator”. It is located at the bottom of the page, under the heading "All news." Then you will need to fill out several fields of the online form:
- Date of Birth;
- amount of children;
- the period spent on parental leave;
- period of military service;
- the period of care for disabled citizens (if any);
- occupation (employee or self-employed);
- work experience;
- average annual salary before income tax.
After entering all the data, click the "Calculate" button. The “Calculation Results” window instantly appears on the screen. It will display the number of retirement points, the amount of the pension and the total length of service. The creators of the calculator warn that the amount of real benefits accrued after submitting documents to the pension fund may slightly differ from the values obtained.
For representatives of law enforcement bodies and military personnel of the Ministry of Defense of the Russian Federation who have military experience, but do not have civilian experience, the calculator for calculating pensions is not relevant.
