The status of an honorary donor of Russia is given to a person who donated blood or its components a certain number of times on a voluntary basis. He is handed the badge established by the government of the Russian Federation and the corresponding certificate. In 2020, authorities at the national and regional levels continue to motivate citizens to become honorary donors, calling not only for altruistic behavior, but also providing various benefits and payments.
Obtaining Status
The procedure for the development of donation. The rights and obligations of citizens and representatives of authorities are regulated by the Federal Law “On Donation of Blood and Its Components” No. 125 of July 2012. The law prescribes the rules according to which you can get the status of an honorary donor and the badge "Honorary Donor of Russia", and types of incentives from the state.
Blood banks are constantly in short supply, so the government is creating a motivational program to attract donors. At the same time, the World Health Organization calls on all countries to switch to completely free donation of hematoproducts by 2020. In Russia, the accepted social benefits and payments remain. However, it is possible that in the future material subsidies will be replaced with another type of compensation.
An honorary donor in Russia is a citizen who voluntarily and free of charge makes donations of blood and its components. In this case, one of the conditions must be met:
- blood donations were performed at least 40 times;
- blood donated at least 25 and plasma 40 times;
- blood - less than 25, while plasma - more than 60 times;
- plasma - more than 60 times.
If the procedure was carried out for commercial purposes with the subsequent receipt of payment, then it cannot be counted when checking the conditions for assignment of status.
A number of requirements are also imposed on the donor itself:
- age restrictions - 18-60 years;
- weight - not less than 50 kg;
- the absence of diseases that can be transmitted during blood transfusion (HIV, hepatitis, syphilis and other infectious diseases and serious pathologies).
Before the donation procedure, it will be necessary to undergo a medical examination to assess the general indicators of hematoproducts. It is carried out directly in the medical institution where the donation is carried out. The hemoglobin level is examined and examined by a transfusiologist. Periodically, the donor will need to undergo a physical examination, which may include FLH, ECG, a general analysis of blood and urine, the conclusion of an infectious disease specialist.
To obtain an honorary title, you must contact the local representative office of the Ministry of Health with a package of documents:
- a medical certificate showing the number and type of donations made (if necessary, you should contact all institutions where the donation was performed);
- the passport.
The application will be considered by competent persons from the Ministry, after which a decision will be made to issue an award order, or a reasoned refusal will be made.
Federal benefits
In Articles 23 and 24 of the Federal Law No. 125 “On Donation ...” the federal government established types of incentives for citizens who have the status of an honorary donor. They include social benefits and non-taxable remuneration.
A cash payment is charged once a year in one payment in the amount of 10 557 rubles (the amount is established by clause 2 of Article 24). It is subject to annual review taking into account the inflation rate.In 2019, after indexation, the cash benefit amounted to 14,145, 98 rubles. In 2020, the inflation index is projected at 3.8%, which was announced in the Federal Law No. 459 of November 2018 “On the Federal Budget for 2019 and for the Planning Period 2020 and 2021”. Thus, it is expected that in 2020 the allowance will be equal to 14,683.53 rubles.

To confirm your status, you should provide a passport and a certificate of "Honorary Donor of Russia". Also, you will need to prepare bank details for charging funds to your personal account.
Social bonuses include the following privileges:
- The right to choose any convenient time for annual leave that is granted to a person on the basis of the Labor Code.
- Extraordinary assistance in state medical institutions.
- The right to purchase permits to the sanatorium on preferential terms.
Citizens of the Russian Federation who permanently reside in Russia and have the status of Honorary Donor of the USSR have the same rights to receive material and social benefits as Honorary Donors of Russia.
Regional benefits
The executive bodies of the constituent entities of the Russian Federation have the right to provide additional benefits within the local budget. They may vary depending on the subject of the Russian Federation and are usually tied to a residence permit (place of permanent residence).
For residents of Moscow, the following measures of regional social support are provided, which operate simultaneously with federal ones:
- free travel in municipal passenger transport;
- free receipt of dentures and their repair;
- 50% discount for housing and communal services (at the same time, social norms of housing and the level of consumption of communal resources must be taken into account);
- the right to purchase medicines for half the indicated price;
- registration of the "Muscovite Social Card";
- Awarding the title "Veteran of Labor" (taking into account seniority).
In St. Petersburg, another social assistance program has been developed for donors:
- the right to purchase a monthly ticket for municipal transport at a reduced price, which is set for senior citizens;
- 10% discount when using suburban buses from April 27 to October 31.
