In accordance with the Decree of the President of the Russian Federation No. 240 dated May 29, 2017, the Ministry of Labor developed the “Plan for a Decade of Childhood by 2020”, highlighting 15 sections in it, which, according to experts, should continue the National Strategy for Children, implemented in 2012- 2017 years.

Key events

The President announced the starting point for the implementation of the new program on January 1, 2018, but by this time the coordination center, which included specialists from various ministries, had prepared only a draft proposal for activities for 2018-2020. A limited period of time was not chosen by chance, because it is quite difficult to calculate a program for all ten years. Two years is a sufficient period to understand the correctness of the first steps and to adjust the budget allocated for these purposes in time.

The official text of the decision was published on the Government website on July 6, 2018. The plan includes 15 sections, between which 131 positions were divided. Among global events are increasing the well-being of families with children, developing children's infrastructure, ensuring the safety of the younger generation, maintaining health, supporting education, developing children's culture, supporting children’s sports, organizing leisure and tourism, supporting children with disabilities, reforming the adoption system, monitoring information space, providing quality children's goods.

According to the decree, each region is obliged to develop its own plan for the implementation of the program “Decade of Childhood”, also calculated until 2020. Based on the existing problems and the financial possibilities to overcome them, local officials prepared proposals within the framework of the national list of measures.

In order for the Plan of the Decade of Childhood with the programs outlined in it to be really implemented until 2020, a special Council under the President was organized in the interests of family and children. On behalf of Valentina Matvienko, they compiled criteria for evaluating the results of the program to prevent the submission of fake reports, as often happens in practice.

On paper, everything looks very beautiful, but people want to know what they really get from this program, for which considerable budgetary money has been allocated.

Road maps with many children

In 2011, Federal Law No. 138 was adopted, which regulates the receipt of land for large families by families. It is regrettable, but today not all regions can fully implement this program, and the reason for this is the banal lack of land fund. The issue is particularly acute in megacities. Often, large families are offered plots in remote regions and devoid of engineering infrastructure. In 2018-2019, as part of the “Decade of Childhood”, local officials will be required to provide the Coordination Council with a roadmap for identifying land plots that are fully ready for development. Based on these data, the government will analyze and draw up its own program for resolving this issue. Already today, an alternative is provided - the allocation of apartments or cash as compensation for land.

Opening of centers for gifted children

Unfortunately, the level of education of the nation is falling. To support children who are eager to learn, and even more so for gifted children, by 2020 all centers of the Russian Federation are required to open centers for working with such a contingent. But schools should not be left out. Olympics, competitions, creative studios - all this will become an integral part of training. In addition, in secondary schools should develop programs for career guidance of students, and not only high school. It is planned that profile education will cover up to 35% of students aged 12-18 years. An important task of the ministries and departments responsible for the education of the younger generation is not only to give recommendations to teachers, but also to prepare the material base, which is lacking in most schools in our country.

Inclusive education

Support for children with disabilities is one of the priority tasks set in the ongoing program. Until 2020, the regions should open educational centers of a professional orientation. At the federal level, it is planned to create three resource methodological centers that will fully accompany the training of people with disabilities. 85 professional educational organizations will open across the country and plus 21 universities in our country will be reoriented to inclusive education. The importance of this task is to socialize children with disabilities and give them the opportunity, along with “ordinary” children, to realize their right to education and subsequent employment.

Cultural development and love of tourism

The Ministry of Culture is faced with the task of creating 10 full-length cartoons and game programs, as well as launching 20 animation projects that will help the younger generation to familiarize themselves with Russian music, literature and art. We specifically took this step, because modern children growing up in the world of digital technologies are especially susceptible to what they see on the screen.

If before children walked a lot, today the younger generation cannot be pulled out from the computer. That is why the government has set the regions the task of opening youth tourism centers in order to instill a love of travel for children.

The Plan of the Decade of Childhood, developed until 2020, is only the initial stage in the implementation of the global program, designed until 2027. The tasks set are actually the peak of the iceberg, and under the water there is still a huge lump of problems that specialists have yet to solve.
