Housing and communal services workers will celebrate Housing and Public Utilities Day in March 17, 2020.
This is not a fixed date, but a moving date that changes annually. The holiday is considered to be a general one, both for utilities, and for employees of workshops (shoes, ateliers for tailoring clothes or curtains), public houses, various salons (hairdressers, beauty salons). It is not difficult to calculate what date the Housing and Utilities Day will be in 2020, because the celebration date changes annually and always settles on the third Sunday of the first spring month. The "birthday" of the holiday is considered October 1, 1980, when it was established by the Presidium of the Supreme Council of the Soviet Union. The corresponding decree appeared in the law "On holidays and memorable days."
Until 1988, the festivities associated with this day fell on the fourth Sunday of July, as employees of housing and communal services were honored simultaneously with trade workers. Then it was decided to separate Housing and Public Utilities Day from Trade Day. Today, public utilities celebrate their professional holiday in March.
Attention! Housing and communal services day has deeper “roots”. Even Tsar Alexei Mikhailovich (1649) issued a decree “On the City Deanery”, in which the monarch obliged each individual court to have an official janitor in the service.
In 1959, ZhEKi (housing maintenance offices) were established on the territory of the USSR. They were located on the ground floor of the houses. The task of the Housing Office was to solve communal issues, to provide the population with a full range of additional services, for example, international telephony, urgent repair work.
