According to the draft budget, for 2019-2020, the indexation of salaries to police officers is scheduled for October 1, 2020. Budget money is provided to increase revenues only by the amount of projected inflation. But the final version of the main financial document of the country has not yet been adopted. Therefore, it is possible that the increase in monetary allowance for the police will take place in a different scenario.
Controversial Budget
Initially, when drafting the federal budget for 2020, an increase in wages to employees of the Ministry of Internal Affairs was planned by 4.3%. This is precisely the level of inflation expected in 2020. But in September of this year, the financial department adjusted the main characteristics of the country's budget. According to updated data, from the latest news it became known that in 2020:
- GDP will amount to 112,863 billion rubles;
- inflation will not go beyond 3%.
In accordance with the new indicators, plans to increase the salaries of police officers for 2020 have changed. Instead of the previously promised 4.3%, the increase will be no more than 3%, announced the Ministry of Finance. This turn of events caused a heated debate among the State Duma deputies during the first reading on the adoption of the budget. The size increase of 3% provoked outrage among the representatives of the defense committee. “Nine months of the year, prices continue to rise, but only in October, security officials receive compensation for such growth over the past year,” the deputies noted. With a salary increase of 3%, in reality, police revenue will increase by 0.75%, the defense committee calculated.
General Shamanov himself entered the struggle for more generous financing of power structures. According to the Russian politician, such a percentage of indexation will not overlap the real depreciating income of the military and employees of the Ministry of Internal Affairs. It is necessary to increase the monetary allowance for the security forces (police officers, military, Rosgvardeytsy) by at least 4.3%, Vladimir Anatolyevich noted. In addition, according to the general, indexation should not be carried out at the end of the year, but from January 1. Only in this case, the income level of the security forces will at least slightly increase to the declared average value in the country - 40 thousand rubles, the chairman of the defense committee explained.
The State Duma Committee on Defense will present its recommendations on amendments to the budget for 2020 by the second reading. Will colleagues take into account the appeal of General Shamanov, time will tell. The politician himself has repeatedly warned that saving on the country's armed forces is unacceptable. This can cause a wave of discontent, layoffs, and as a result, the loss of defense of the country.
According to official data, after indexing by 4.3% from October 1, 2019, the average salary of an employee of the Ministry of Internal Affairs from the calculation of budget funds is at least 40 thousand rubles.
Merit payment
Since 2012, the structure of the monetary allowance of employees of the Ministry of Internal Affairs has changed. The basis of the salary is salary by position (40%) and salary by rank (30%). Only this basic part of the salary is indexed. Additional payments are calculated from her. These include:
- additional payment for length of service;
- allowances for privacy, risks, processing, difficult working conditions;
- district coefficient.
Additional payments and allowances are established by federal laws or other regulatory acts of the Russian Federation. So, in Moscow, the police raised the minimum premium rates for stressful and difficult conditions of service, a particular risk.Police officers who serve under conditions of increased danger (detectives from the criminal investigation department, riot police, private security officers) receive a salary surcharge of up to 60%. Honorary employees of the Ministry of Internal Affairs are assigned an additional bonus to the base part of the salary in the amount of 10%.
Police officers are entitled to a number of federal benefits. For example, getting out of turn places in kindergartens, free travel, treatment and prosthetics, the right to receive a single social payment for the purchase of housing. Pensioners of the Ministry of Internal Affairs also have some privileges: exemption from property tax, the right to treatment in subordinate sanatoriums without payment, free travel tickets in social transport. Regions at their discretion can expand the list of preferences.

The last significant salary increase among the ministry employees was in 2012. Then the monetary allowance in one go almost doubled. So, a police officer in the rank of senior sergeant began to receive about 25 thousand rubles, instead of the previous 11 thousand rubles. After such a grandiose increase in salary, a period of prolonged “freezing” of indexation followed. Initially, the term taboo to increase the salary was limited to one year. But later it continued every year for 5 years. Then, as part of the May decrees of the president, indexation was restored.
For 2020, the government plans to increase the monetary allowance of employees of the department and reduce the income gap between ordinary and superiors. Significantly increase the salary of police officers is planned due to staff reductions. Recall that since 2019, the internal affairs bodies have been conducting a certification of employees. By 2024, the total number of departments will be reduced by 110 thousand people. Such a reform is being implemented with the aim of preserving jobs only for valuable, highly skilled workers. Also, representatives of the department declare that in some cases after the employee retires, they will not invite a new one.
