Changing personal data and losing documents is far from all life circumstances when a driver’s license may need to be replaced in 2020. Many Russians often postpone this process, believing that it is a rather complicated and laborious procedure, which will require a lot of time and effort. But after changes were made to the current law governing the procedure for issuing new rights in 2019, motorists can not be afraid of problems and deliberate delay of time on the part of the traffic police.
Validity and Reason for Replacement
According to current legal norms, a document giving a citizen the right to drive a vehicle has a limited validity period of 10 years from the date of issue. If the driver does not take this nuance into account and continues to drive a car with an expired certificate, he will be issued a fine, which will have to be paid on a voluntary or compulsory basis.
Replacement of rights in 2020 is also carried out on the following grounds:
- irrevocable loss of a document;
- physical damage to the “crust” due to mechanical or other influence;
- change of category (after passing the exam);
- a change in the driver’s health status (for example, disability, hearing loss, or visual impairment);
- change of personal data (even if it is a single letter in a surname or name).
Since 2019, another rule has been in force that a car enthusiast can use: the legislators have added a new clause to the list of grounds according to which rights can be replaced on their own initiative without any explanation and additional documents. This can be an unpresentable identification number (for example, three sixes go in a row), an ugly photo that does not suit the owner, or even a smeared seal.
Russian drivers are often careless about the need to change their rights “for health reasons”, despite the fact that this is one of the basic requirements of the law. In fact, if it is established that this was not done immediately after receiving a medical report, the citizen will have to pay an impressive fine, without which he will not be able to restore his document.
It should be noted that the norm according to which the term of a new certificate, which was issued instead of the old one (in case of loss), always corresponded to the term of the original document, has lost its relevance. Now in such situations, rights are immediately issued for 10 years.
Legislators also envisaged the possibility of early replacement of certificates: if for some reason it is necessary to do this before the deadline, it is enough to contact the traffic police, provide the necessary documents and pay the required payments.
The procedure for obtaining a document after deprivation of rights has also undergone some changes. Now this can be done only after retaking the exam and paying the fine prescribed by law. If such a sanction was applied to the driver due to drunk driving, an additional medical certificate is required, which is attached to the main package of documents. It is also important not to miss the deadline for applying for restoration of rights - this must be done 30 days before the expiration of the term of deprivation.
How to replace rights in 2020
Replacement of the certificate is carried out only on the basis of the application of the motorist, which must be drawn up according to a certain model. It can be submitted in any way possible:
- personally contact the traffic police, which will significantly reduce the replacement procedure. In this case, the entire process will take no more than 1-2 hours;
- use the service of the State Service website, where you can not only make an appointment, but also apply. The advantage of this method is that when using this service when changing rights in 2020, you can achieve significant cost savings, since when paying state fees through the State Services website, users receive an additional discount;
- at the nearest MFC office, which is not always convenient for citizens. Choosing this option is only necessary if the motorist is not limited in time and can wait for the issuance of new rights for 7-10 days. This time limit is due to the fact that the MFC is authorized to only accept and verify citizens' documents, while the functions of replacing driver’s licenses are still assigned to the car inspection.
To save yourself from having to re-apply for filing an application with the traffic police or the MFC, a citizen should responsibly approach the formation of a package of documents, since the absence of at least one receipt or certificate may become the basis for refusing to replace.
For this purpose, you will need:
- appropriate application of the standard form;
- a civil passport or other document with a mark on temporary residence or registration;
- valid / expired driver’s license (if the license is replaced upon expiration in 2020, and not in connection with their loss);
- a medical certificate, the validity of which can be 2-3 years (depending on the state of health of the motorist and his age);
- special card issued by a driving school;
- photographs of a citizen (more and more often they are taken at the place of circulation);
- original receipt of payment of state duty.
Additionally, a certificate may be requested from the motorist indicating the absence of an injunction to replace a driver’s license. But in practice this is a rather rare occurrence and the responsible traffic police experts independently make inquiries and verify such data.
At the moment, the citizen retains the right to obtain a driver’s license in paper version. But it is possible that in the near future this norm will be revised, and the traffic police will issue only plastic documents.
Repeat exam
Despite the numerous explanations of the traffic police, many Russians are still afraid to change their rights on time and are ready to go to any tricks in order to postpone this moment. This is due to the dissemination of information that during the implementation of this procedure, you will have to retake the exam, which many drivers want to avoid, because they do not count on its successful passing. But the traffic police representatives refute such information, attributing everything to a low level of legal literacy of the population. Only professional drivers directly in their organizations take the required exam and they do this not when replacing documents, but every year of work.
In turn, the traffic police are doing everything possible to simplify and speed up the procedure for replacing a driver’s license in 2020. So, for example, far from in all cases it is now necessary to provide photographs, since, if equipment allows, they are increasingly being made at the place of citizen's contact. Moreover, the traffic police gradually abandons previous practice and does not require driver cards and marriage registration certificates (in the case when such a document was used as the basis for changing the name).
