The toughening of global competition and the negative impact of sanctions are the main factors that will determine Russia's foreign economic policy until 2020. It is already obvious that the current strategy, based mainly on increasing energy exports, may not justify itself, as it will not contribute to strengthening the country on the world stage. Without creating acceptable conditions for Russian companies to enter other markets with new goods and services, foreign policy is doomed to failure, as experts are sure.
Principles and Goals
Increasing the competitiveness of the national Russian economy and effective participation in the redistribution of labor are the main tools for creating the prerequisites for achieving a leading position in the global economy. To achieve this goal, the government intends to use the following mechanisms and methods:
- risk diversification through the development of other export lines;
- an increase in the supply of energy resources to other markets, direct participation in the formation of global infrastructure and the development of rules for the functioning of world markets;
- realization of current competitive advantages in the field of processing of raw materials, transport and in the agricultural sector;
- stimulation of the agricultural sector to reduce dependence on imports of such products, etc.
It is assumed that if the planned measures are successfully implemented by 2020, the share of the Russian Federation in the global economy will grow to 4.3%, the growth in exports of engineering products will increase 6 times, transport services - 4 times, high-tech goods - at least 5 percentage points. Thus, the export volume will be more than $ 900 billion, but given that these indicators were laid down with the expectation that the cost of a barrel will not be lower than $ 80, it is already obvious that by 2020 it will be difficult to achieve such indicators.
The basic principles of the foreign economic strategy of the Russian Federation until 2020 were formed taking into account targets and current priority areas for the development of domestic policy. First of all, the task was set to ensure the implementation of the inherent national interests, to provide comprehensive support for exports and to contribute to an increase in foreign investment in Russian companies.
Far from the last role in foreign economic policy is the diversification of ties, which will allow us to master new niches and consolidate the current position of the Russian Federation in traditional markets. In addition, the government plans to involve the entrepreneurial community in the formation of strategies, which have to constantly face problems in carrying out commercial activities.
Priority Directions
There are several priority areas that are determined by the foreign economic policy of the Russian Federation until 2020. First of all, it is gaining leadership positions in world markets for high-tech services and goods manufactured in the country. To achieve this goal, comprehensive support will be provided to enterprises that specialize in the provision of services and sales of goods in aircraft, education and shipbuilding, with much emphasis on nuclear technology, software and the manufacture of spacecraft.It is assumed that the government will provide full support and assistance in carrying out experimental design and research work, work on creating a developed infrastructure for servicing the goods sold to foreign countries. In addition, in the designated period, the modernization of the tourism sector will be successfully completed, which will help to more clearly position the Russian Federation in this niche of the world market.
The second perspective direction of foreign economic policy is the full-fledged promotion of exports in order to achieve global competitiveness of the service sector and manufacturing industry. In particular, for the implementation of this plan will be:
- work was done to create production with a complete cycle so that the final product was manufactured in the territory of the Russian Federation;
- measures have been taken to attract foreign investment and technology to increase competitiveness and modernize the manufacturing sector;
- conditions have been created to support exports and remove possible barriers to the entry of Russian goods to foreign markets, etc.
Another priority area is the country's integration into the global transport system to realize the transit potential, which will contribute to an increase in the budget revenues. The transport corridors of the Russian Federation are not attractive and competitive, but given its location and total area, a significant reorientation of traffic flows between Asia and Europe can be achieved by offering safe and convenient transit routes. In particular, for this it will be necessary to ensure an exact connection with the transport systems of other states, form a single transport space with neighboring countries and involve interested parties in the conclusion of international cooperation agreements.
Despite the difficult situation on the hydrocarbon market, the government does not intend to depart from the previously planned plan, and intends to achieve an increase in the country's role in solving the problem of ensuring energy security on a global scale. To do this, export diversification will be carried out, supply volumes will be expanded, and other measures will be taken to achieve this goal.
