Raising the salaries of state employees remains a painful issue, which workers and officials are concerned about from year to year. This is due to the fact that representatives of many important professions (for example, doctors and teachers) receive a relatively small salary compared to other working citizens. This leads to a shortage of employees in these areas, as young professionals are trying to find a higher paying position. The government is constantly developing programs to improve the situation. In 2020, employees of state organizations are planning to increase salaries, which is recorded in the federal budget documentation.
Indexing
Recalculation of wages is one of the ways the state compensates for citizens' incomes relative to inflation. The increase in the cost of essential goods and services can be observed constantly. In order to ensure that citizens' incomes can correspond to current prices, the budget provides for an increase in wages by the approved inflation rate.
The federal budget for 2019 and the planning period 2020 and 2021 indicate that the inflation rate in 2019 is 4.3%. In fact, citizens could observe a higher appreciation of basic goods. Nevertheless, this figure is announced in an official document. This means that the salary of state employees in the near future will be indexed (increased) by this indicator.
An indexation of 4.3% is planned for October 1, 2019.
The increase in rates will affect those categories of state employees that were not considered in the May decrees of the president, namely:
- employees of federal government agencies;
- employees of federal budgetary and state institutions;
- diplomatic workers;
- employees of the Ministry of Foreign Affairs;
- Russians working in military units in civilian positions;
- heads of federal courier communications.
In 2020, it is planned that the indexation of the income of budget employees by 3.8%, and in 2021 - by 4%.
Such coefficients are quite predicted and are described in the development scenario of the socio-economic spheres of the Russian Federation. The exact inflation indicators will be known in February 2020 (respectively, in February 2021) after the analysis of data for the past period by Rosstat.
Indexation of wages without fail will affect employees of state and municipal institutions in accordance with labor legislation.
Important! An increase in the remuneration of employees of private enterprises is carried out on the basis of a collective agreement or other documentation confirming labor cooperation.
May decrees
In May 2012, President Putin issued 11 decrees (No. 596-606) regarding the development of various social spheres, in particular education, culture, healthcare, as well as improving public administration. These decrees also referred to an increase in the level of income for employees of budgetary organizations working in the field of medicine, education and culture, to the average for the region. By 2018, the salaries of doctors and university professors should have doubled compared to the average. However, due to many factors, this did not happen.
Today, the government continues to take steps to implement presidential decrees.With sufficient funding, already in September 2019, teachers, cultural and medical workers will see a salary increase of 6%.
In 2020, public sector wages should increase by 5.4%, and in 2021 - by 6.6%.
Nevertheless, large-scale subsidies from the federal budget are necessary for the full implementation of the May decrees. According to experts, their implementation may be blocked by such negative factors as trade aggravations in international cooperation, rising gas prices for consumers, economic unattractiveness of regions, etc. A positive solution to this issue is possible when serious reforms are organized that are usually not popular among the population (for example, pension reform, the use of cheap labor, etc.).
Salaries of employees of the state apparatus
In 2020, Russia will begin global changes in the work of state and municipal services. In particular, it is planned to increase salaries for officials who are also considered state employees. However, to increase the salaries of officials, their number will have to be reduced.
For two years (2020 and 2021) it is planned to reduce the number of employees by 15%.
This is due to the fact that the government is faced with the task of improving the quality of the provision of services by government officials. One of the levers for solving this problem is to ensure a decent salary that meets the level of complexity of the work performed.
Today, the number of public servants in the country exceeds 2 million. It is not possible to provide each employee with a high salary. Also, the question arises of the appropriateness of maintaining such a number of employees.
For the rational use of human resources, the government is forming a register of functional responsibilities of state bodies. It is necessary to create a clear separation of powers and the exclusion of organizations (positions) that duplicate each other's functions. To improve productivity, employees will need to improve their skills. And to optimize processes, it is planned to create automatic maintenance services.
