By 2020, Moscow plans to build new roads. In 2018 alone, 127 km of roads were laid, 55 road bridges, tunnels and overpasses were erected, as well as 19 pedestrian crossings. In recent years, such large-scale projects have been implemented as the construction of the largest city highway - the North-Eastern Chords (1/3 work was completed), commissioning the direct course of the North-Western Chords, and arrangement of more than 100 pedestrian crossings.
Current situation
The total length of Moscow roads is more than 3.6 thousand km, but at the same time, the provision of the Russian capital with a road network is about 2 times less than in other megacities of the world. Roads occupy only 8% of the capital, and on the periphery (in Zelenograd, Khimki, Korolev, etc.) this figure is only 2-3%, while according to European standards it should be 15-20%. After joining the capital of New Moscow in 2011-2012. and, accordingly, increasing the territory of the metropolis by 2.4 times, one of the priority tasks in the framework of the implementation of the Strategy for the socio-economic development of Moscow is the construction and reconstruction of roads, as well as improving the level of transport services, namely
- development of the road network;
- the construction of new metro stations and the development of the Moscow metro system;
- railway junction development;
- organization of parking.
Among the existing achievements in improving the road infrastructure of the capital, it should be noted:
- reconstruction of the highway from the Kiev highway to Borovsky (passing through the village of Rasskazovka);
- reconstruction of the connection of the Kiev and Kaluga highway;
- completion of the construction of the North-Western Chord by 80% (it remains only to complete 1 section of the highway in the Moscow Canal District);
- active construction of the North-Eastern Chord (the section from the Businovskaya interchange to Dmitrovskoye Highway, the distance from the Kosinskaya Interchange to the Open Highway, etc.);
- the implementation of such a large-scale project as the construction of a section of the Solntsevo-Butovo-Vidnoye highway connecting Kiev and Kaluga highways and, in fact, duplicating the Moscow Ring Road;
- and many others.
According to the deputy mayor of Moscow for urban planning and construction, Marat Khusnullin, for some 8 years, the length of the capital's roads has increased by 19%. 820 km of roads (corresponding to 8 MKADs in length), 254 flyovers, bridges and tunnels, 218 pedestrian crossings were put into operation.
2020 plans
Figure 1 shows an approximate road plan for Moscow for 2020.
Particular attention is paid to the development of road infrastructure in the Troitsky and Novomoskovsky districts. Road construction is carried out at the expense of budget allocations within the framework of AIP - targeted investment program for 2018-2020. On the website of the Complex of Urban Planning Policy and Construction of the City of Moscow posted two documents related directly to the AIP:
According to Appendix 1 to these decisions of the Government of Moscow at the expense of the capital budget only for the development of the transport system are allocated:
- 360 884 billion rubles. - for 2019;
- 359,068 billion rubles - for the year 2020.
Thus, more than 70% of the funds are allocated for the construction of roads and the development of the transport system in Moscow.
According to Appendix 2 to the PP dated 10.10.2017№ 748-ПП the final results of the AIP implementation will be:
- 66.3 km of additional roads by the end of 2019;
- 86.4 km of additional roads by the end of 2020.
In total for the period 2018-2020. It is planned to achieve the following results:
- build 300 km of roads (of which about 37% are in the districts of New Moscow);
- 80 artificial structures (21 - in New Moscow);
- 40 pedestrian crossings.
The modern infrastructure of the city includes transport interchange nodes, which should be located within walking distance. By 2020, there will be approximately 56 units of such nodes.
As part of the AIP, it is planned to complete the laying of new tram tracks from the Prazhskaya metro station to the Vostochnoye Biryulyovo district. In addition, the program takes into account the construction of such key facilities as:
- Southern Rokada;
- Northeastern and Northwestern Chords;
- Southern and Northern understudies of Kutuzovsky Prospect;
- UDS ZIL;
- the transport frame of New Moscow (including the Solntsevo-Butovo-Vidnoe highway, Troitsk UDS, the Kommunarka ADC, etc.).
Today, reconstruction of sections of the embankment of the Moscow River is underway, namely:
- Karamyshevskaya embankment;
- Simonovskaya embankment;
- Krutitskaya embankment.
The key project for the coming years will be the formation of an alternative ring, which will consist of 4 chord highways (307 km in length) and include 158 artificial structures (bridges, overpasses and tunnels). The following scope of work is planned for 2020, which is included in the plan for the construction of Moscow roads for 2020:
- The reconstruction of the Vnukovo highway is completed by May 2020. Construction began as early as the end of 2017. An 8.7-km-long road will run from Minsky to Borovsky Highway. There will be 4 lanes from 3.5 to 4 m, intended for traffic, a pedestrian sidewalk with a width of 2.3 m. Lawns will be located on the adjacent territory, and 7 thousand bushes and trees will be planted. The road will increase the throughput of the Kiev railway direction and the Kalinin-Solntsevskaya line.
- The construction of the Southeast Chord, scheduled for the summer of 2019, will continue. The road will run from the Big Ring (Nizhny Novgorod Station) to the Third Transport Ring, and in the future it will stretch to the New Moscow districts (it will cover 10 districts and will cross at least 5 highways ) The length of the Southeast Chord is estimated at 36 km. About 50% of the total length of the main course of the highway will be flyovers.
- In 2020, the launch of the South understudy of Kutuzovsky Prospekt is planned. The construction of the Northern understudy of Kutuzovsky Prospekt (11.5 km, 8 viaducts, 2 drawbridges and 4 bridges), which will run from the Moscow-City DC to the MKAD, will also continue. It is planned to make a congress to the Molodogvardeyskaya roundabout. North and South doubles are designed to reduce traffic in the western part of the capital and increase the overall transport accessibility of the Moscow-City DC.
- The ring will be built, which includes 3 chord highways (Northeast, Northwest and Southeast), and the South Rockada. The new road ring will include about 300 km of roads, 127 flyovers, tunnels, bridges and more than 50 pedestrian crossings. In order to increase the efficiency of construction in 2020, the Mosinzhproekt organization was appointed the project operator. Provided that the pace of construction accelerates, work can be completed by mid-2022.
In general, according to the head of the capital's department for the development of new territories, Vladimir Zhidkin, in 2019-2020. about 300 km of new roads will be built in New Moscow.
