In connection with the celebration of the New 2020, parking spaces on the streets of Moscow will become free. This rule will be valid from January 1 to January 8, 2020. Such a nice gift for citizens on New Year's days has been arranged by local authorities for several years in a row, softening the increased tariffs for renting parking spaces introduced last year.
The city administration informs residents of the capital that the rule on free parking applies to any car parks (including paid ones) that are located within the territorial boundaries of the city of Moscow. At the same time, December 31, which falls on Tuesday this year and will be a working day, you will have to pay for parking services. The only relief will be that, according to the labor law, working time on the eve of the New Year 2020 is reduced by 1 hour.
Background
The decision to introduce free street parking on the January holidays of 2020 was made by the presidium of the Moscow government in order to provide citizens and guests of the capital with step-by-step access to all leisure and entertainment events, places of mass walks and attractions of the city.
It is worth noting that the "parking holidays" began to be practiced as an experiment since 2015. The achieved positive effect from the introduction of innovation allowed the authorities to apply such exemptions on a regular basis. The cancellation of rental fees for street parking spaces on New Year's holidays in 2020, according to officials, does not complicate the traffic situation in Moscow, as these days the number of vehicles on the streets of the capital traditionally decreases by about 25%. This, in turn, also expands the capabilities of car owners.
Change parking rules
Since December 15, 2018, the use of street parking spaces has been tightened in Moscow. Significant changes were made, including tariff rates. Now, for parking in the central streets, motorists spread from 80 to 380 rubles per 1 hour, depending on the particular highway and the time of the provision of services. So, for example, owners of vehicles on Petrovka, Arbat, in the Moscow-City area, etc., are forced to pay at the maximum price. The validity period for the updated tariff is from 08:00 a.m. until 9 p.m.
According to the new rules, the time interval allotted for free rental of a street car space has been reduced. So, since the beginning of 2019, it has been 5 minutes instead of the 15 previously in force. At the same time, the use of parking services is subject to automatic fixation. If the owner of the vehicle left the parking lot before the expiration of the period paid by him, then the funds shall be refunded.
The rule that existed since 2015, according to which the townspeople were free to use all, without exception, parking at the weekend, also ceased to be valid. Streets included in the higher tariff zones became paid on Sundays. According to the conclusion of the Moscow Department of Transport, the innovations allowed to release about 20% of the entire parking space of the capital.As the agency notes, the priority was not to generate income from the services of using street parking, but to regulate the number of vehicles and reduce the intensity of traffic in the capital.
Free days
According to the norms of the metropolitan parking, there are special days during which the owners of vehicles do not pay a fee for renting parking lots. These include:
- Dates of public holidays.
- Saturday (if a public holiday was celebrated the day before and, accordingly, the day off fell on Saturday).
- Sunday.
These rules apply to Moscow street parking lots that do not have barriers in the form of barriers. However, the authorities established some exceptions. So, for parking in places where higher tariff rates apply, you still have to pay on Sundays. It is worth recalling that we are talking about more than 200 streets of Moscow. As for barrier parking lots, they will continue to function normally and will require rental fees for parking spaces. The collection of funds for these services is envisaged in approximately 80 city flat parking lots.
Preferential categories
The city administration provided for certain categories of persons full exemption from payment of parking fees in Moscow. These include veterans of the Great Patriotic War, people with disabilities of all groups, motorcyclists, owners of electric vehicles, etc. In order to exercise their right to free parking, in some cases you should have with you an appropriate supporting document. However, if a disabled person parks a personal car with an identification sticker in a designated place, he may not pay for parking services.
