From the latest news it became known that in 2020, the salaries of military personnel and persons equated to them may increase earlier than planned. Thus, the defense committee will try to compensate for the five-year absence of indexation of the monetary allowance of the security forces, as well as increase the prestige of contract service in the army.
Disappointing statistics
According to statistics, the financial situation of contracted employees in the armed forces of the Russian Federation has noticeably worsened in recent years. Indeed, a tangible increase in monetary allowances was last time back in 2012. Then the military salaries were almost doubled. Then followed a period of five-year freezing of indexation. During this time, due to inflation, the real income of “people in uniform” decreased by 46%. And purchasing power decreased by more than 60%.
According to official figures, the average salary of civilian personnel in military units is currently below the average for Russia. So, in the Russian Guard, “civilians” receive about 24 thousand rubles a month, and in the Ministry of Defense about 32 thousand rubles. While the average salary in Russia has long exceeded 45 thousand rubles. This state of affairs, according to the State Duma Committee on Defense, is extremely unfair. Military service is associated with physical and psychological stress, requires high concentration and professional training, therefore, the monetary allowance should be decent. In fact, it turns out that the salaries of citizens with high qualifications and huge responsibilities are lower than those of low-skilled personnel.
The struggle for increasing salaries to security forces and civilian personnel in the ranks of the Russian army is actively waged by the Chairman of the State Duma Defense Committee - Vladimir Anatolyevich Shamanov. The Russian politician has repeatedly called on the government to pay attention to the problems of military personnel. In particular, Shamanov proposed amending the draft new budget in order to allocate funds to increase military salaries in 2020. Recall that the government resumed indexing the military in 2018 after a five-year hiatus according to the following scheme:
- 2018 - 4%;
- 2019 - 4.3%;
- 2020 - 3%.
According to experts, the indexation planned for 2020 at a rate of 3% does not compensate even the inflation rate on paper, not to mention the real increase in prices. So, defenders of the fatherland will become even more difficult to live.
According to an analysis of the growth rate of pension benefits in Russia, experts note that benefits for ex-military are indexed to a lower level than for civilians. This situation has been observed for several years in a row. As a result, the size of military pensions of rank and file and sergeant was almost equal to the size of insurance pensions. According to representatives of the defense committee, the “under-indexation” of military pensions for the current time amounted to 20%, that is, a fifth of the amount of the military pension.
What to expect defenders of the fatherland
When discussing the draft federal budget for 2020-2022, the head of the committee, Colonel-General of the Reserve Vladimir Shamanov, expressed his protest about the costs provided for meeting the needs of the military. The Russian politician noted that the government stubbornly does not want to notice the problems of military personnel, which threatens the growth of social tension in the army. And this may adversely affect the combat training and defense capabilities of the country.
Recall that when considering the draft budget for 2019 and for the planning period 2020 and 2021, the committee also expressed its critical attitude to the planned “insignificant” military salary indexationbut, unfortunately, the protest was ignored. Although back in 2018, experts of the Ministry of Defense assessed the state of the military-social sphere as unsatisfactory. In this connection, the government provided in the draft budget for 2019 and for the planning period 2020 and 2021 to increase the salaries of security officials only by the level of inflation.
In October of this year, when considering the draft main financial document of the country, Shamanov made a proposal to increase the pensions and monetary allowances of security forces from January 1, 2020. Instead of the planned 3%, the lieutenant colonel proposed an increase in salaries by 4.3%, and ex-military pensions by 6.3%. In addition, in their conclusion, the Duma representatives of the security forces proposed increasing salaries for civil servants. This was announced by Deputy Chairman of the Committee Yuri Shvytkin. According to him, the size of indexation can be clarified during the discussion. The proposed amendments will be considered in the second reading of the draft new budget. If Shamanov’s proposals are ignored, then military pensions will increase by only 3% since their indexation is tied to the monetary allowance of the military. This will be the smallest increase in military pensions since 2013. Having served faithfully to the Fatherland, the participants in the hostilities and pre-pensioners are not enthusiastic about the upcoming “big” increase.
The current military is extremely dissatisfied with the social policy of the authorities. At current prices, the salaries of contractors look insignificant, representatives of law enforcement agencies say. And the indexation carried out in October did not change the situation much. Thus, the salary increase for the foreman was about 430 rubles, and for the major about 550 rubles. In addition to low salaries, defenders of the fatherland are forced to fight for the right to receive housing prescribed by law or a housing subsidy.
