Russia's tax policy for 2019-2020

A balanced and rational tax policy is an invariable component of Russia's development strategy for 2019-2020. This refers to any state actions in the field of taxation that are carried out in the framework of a previously approved plan. In accordance with the provisions of the Budget Code, they are developed by the Ministry of Finance, which calculates the optimal level of tax burden and, based on external and internal economic factors, approves the implementation of a number of measures for a certain period.

Tax policy for 2019-2020. - This is public information that the Ministry of Finance publishes on its website (as a rule, this happens before the beginning of the coming year). Based on this information, it is possible to understand what fiscal conditions will be created for the development of private business, which set of tools will be used to reduce the shadow segment, whether it will be possible to fully balance budgets and what legislative innovations will be adopted to solve such problems.

Shadow segment reduction

Making a profit out of taxation is an extremely urgent problem for the country's economy. Enterprises and individuals who do not pay fiscal payments do not directly participate in budgeting, as a result of which there is a clear deficit in its revenue. But the Ministry of Finance intends to deal with the shadow segment, using all the tools and methods available to it, even if for this it is necessary to amend the current law. To this end, in the framework of the implementation of the tax policy for 2019-2020, the following measures will be used:

  • the transition to online retail sales offices, which will result in sellers being unable to hide their sales. When using such cash desks, payment data is instantly transferred to the Federal Tax Service, which record payments;
  • toughening of customs control, for which a unified system of "tracking" products will be created from the moment of receipt for clearance to the sale to the end user (it is planned to launch a pilot project);
  • formation of a new state registry of acts of civil status;
  • creation of a unified federal register in which information about citizens will be accumulated;
  • launching an automatic exchange of tax data, which makes it more difficult to avoid paying mandatory fees and charges, etc.

Creating favorable conditions for the development of small and medium-sized businesses, the Ministry of Finance intends to fully systematize the process of levying fiscal fees and streamline taxation. For this, during the implementation of the abstracts, the tax policy of the Russian Federation for 2019-2020 is planned:

  • audit all mandatory fees and identify non-tax payments that are actually of a tax nature for their subsequent inclusion in the Code;
  • improve transfer pricing in order to abandon price controls on transactions of enterprises that operate in the territory of one region of the country;
  • to provide benefits for the payment of income tax to taxpayers of certain constituent entities of the Russian Federation, as well as to change the procedure for calculating such payments;

  • improve the methodology for collecting VAT;
  • increase excise taxes on tobacco products and wines, having previously excluded the possibility of manipulating stocks of ready-to-sell products (when, in anticipation of a change in excise taxes, producers accumulate stocks of alcoholic (tobacco) products in warehouses);
  • introduce a tax on immovable property, which belongs to individuals who did not properly register the right of ownership;
  • to carry out work on mineral extraction tax, formulate a definition of the term “subsoil plot”, develop a methodology through which it will be possible to increase budget revenues without introducing an additional tax burden on oil companies;
  • to improve tax administration, to work on calculating an adequate amount of interest for legal entities;
  • prepare the basis for the phased abolition of existing benefits, etc.

On the other hand, an alternative taxation system - VAT (value added tax) will be developed for oil producers. First of all, this will affect the pilot facilities, which are located on the site of mature and new deposits. In this case, the tax base will be considered the income from hydrocarbon production minus the total cost of developing these subsoil. It is estimated that the VAT rate will be about 50%.

Other directions

The Ministry of Finance and individuals will not disregard what other provisions of the approved tax policy of the Russian Federation for 2019-2020 indicate. The main objective in this direction is to reduce the number of unofficially employed persons and self-employed citizens who provide services or sell goods without paying fiscal payments. To this end, the Ministry of Finance plans:

  • specify the current list of types of activities of USN payers (according to the register), for which a more favorable rate of insurance premiums can be used;
  • analyze the feasibility of providing benefits to self-employed citizens (by the end of 2018, they had already been exempted from paying insurance premiums and personal income tax);
  • expand the circle of persons in respect of whom the personal income tax rate of 0% will be used;
  • when calculating the amount of bad debts, include in their composition the debts of citizens who have received the status of bankrupt, which will reduce the tax base;
  • to simplify the task of buying online cash registers for individual entrepreneurs at UTII and PSN, giving them the opportunity to reduce the amount of tax, based on the fact that the cost of one device is 18 thousand rubles .;
  • to limit the number of real estate objects for an individual entrepreneur (including, based on the total size of the total area) for which PSN can be used when carrying out activities for the rental of housing or non-residential premises.
