The Government of the Russian Federation is engaged in the regular implementation of measures aimed at improving the social situation in the country. Thus, the state program “Young Family” for 2019-2020, which will allow married couples to solve the housing problem at the expense of targeted funds from the federal budget, is an important tool of demographic policy. The full name of the program is “Housing for Young Families”.
Who can qualify for participation
In 2019-2020, citizens who have formalized relations in the registry office will be recognized as a young family. Their age should not exceed 35 years. In 2020, the main provisions of the legislative act will not be changed, while partially the parameters are regulated at the regional level. Accordingly, the amount that young parents will ultimately receive will depend on the city of their residence.
Potential participants in the state program are:
- Russian citizens - official spouses;
- Persons with 1 or more children, one of whom has a Russian passport;
- a parent who independently brings up 1 or more children - in the presence of citizenship of the Russian Federation.
However, the following restrictions apply:
- age - up to 35 years. This age should be both husband and wife at the time of filing the documentation and on the date of approval of the list of physical. persons who are entitled to payment on the basis of the relevant RF PP;
- non-compliance of the premises with the standards - applicants must need to change their living conditions, i.e. do not have an apartment at all, live in dilapidated housing or in a room with insufficient space. The decision to recognize them in need is made by local authorities in accordance with Art. 51 LCD RF.
As part of the Young Family Program 2019-2020 Citizens may qualify for a targeted payment aimed at:
- payment of the first installment of a mortgage;
- mortgage repayment - for apartments purchased before 2011;
- repayment of debt under a contract for the construction of a house;
- to purchase housing.
Important! Applicants should have sufficient funds to purchase real estate, taking into account a one-time subsidy from the state. The apartment must comply with the regional standards for living space, calculated in m2 for every future tenant.
Subsidy amount
Within the framework of the Federal program "Young Family", which is valid until 2020, a fixed amount of subsidy is established.

Note! The subsidy is not issued in cash or by wire transfer, but is sent immediately to the account of a credit or contracting organization on the basis of an agreement in which the details of the recipient are prescribed. Citizens receive only a document that must be used within 9 months.
When calculating the cost of buying real estate in the framework of the program "Young Family" until 2020 inclusive, the following formula is used:
Cost of purchased housing = Norm of the total S * norm of the standard sq.m.
The area standard is set at 42 m2 on two citizens. In the event that more than 3 people live in a dwelling, the standard is 18 m2 for each tenant. In addition to the norm of the area, local authorities calculate the standards for the value of each acquired sq. meters, but not more than the average market price per m2, which is established by the Ministry of Construction. For example, according to the Order of the Ministry of Construction of the Russian Federation No. 387-pr the cost of square. meter in Moscow in 2018 amounted to 91.67 thousand rubles, and in the Bryansk region - only 30.412 thousand rubles.
Package of documents
In order to participate in the state program, you will need to submit the following package of documents to the local government body (Housing Policy Administration of the municipality administration or the Real Estate Department):
- an application of a standard form, which can be requested from employees of the department;
- passports of parents, birth certificates of children;
- marriage certificate, if any;
- documents proving that citizens need better housing conditions;
- certificate in the form of 2-personal income tax and other securities confirming the real level of income.
It is better to clarify the full list of documents with an employee of the Real Estate Department, since each case is individual, and the package of documentation directly depends on many factors.
The mechanism for receiving payment is as follows:
- Citizens are in the local government, submit the appropriate application, which is considered within 10 days. After another 5 days, the applicant is notified of the decision: in case of refusal, the reasons are indicated.
- The lists of persons applying for a subsidy next year are approved until September 01 of the current year. Upon approval of the size of payments, program participants are notified that they need to collect the above package of documentation to receive payment.
- The next step is to apply for a subsidy - after 1 month from the receipt of the notification, the applicant submits documentation to the Administration.
- An employee of the Administration issues a special Certificate, which must be submitted to a banking institution within 30 calendar days from the receipt of the document.
- Within 7 months, citizens must have time to draw up documents at the bank.
- A bank employee opens an account in the name of the owner of the documentation and within 6 days sends an application for payment transfer to the Administration.
- The municipal institution transfers the indicated amount to the bank account within 5 days from the receipt of the notice from the bank.
- After 5 days from the moment of receipt of money to the settlement account, a bank employee transfers targeted financing for the specified details - to the creditor, contractor, etc.
- Citizens go through the process of registration of real estate in Rosreestr.
