City environment 2020

Under the slogan “Your city! Your decision! ”In the Rostov region, the implementation of the largest-scale national project“ Housing and Urban Environment ”is in full swing. At the initiative of President Vladimir Putin, a national project was launched throughout Russia at the end of 2018. The program is unique in its multidirectional nature and the special mechanism of direct participation of citizens in the formation of a comfortable environment. What objects of the region will acquire a new modern look in 2020 will be decided by the Rostovites themselves.

Priority project in the Rostov region

After the Ministry of Construction of the Russian Federation approved the passport of the priority project “Formation of a Comfortable Urban Environment” in the Rostov Region, an interdepartmental commission was created, headed by the Governor of the Region V. Yu. Golubev. The work of the commission is aimed at monitoring and controlling the implementation of tasks within the program. For the first year of work, the government together with the residents managed to improve:

• seven public spaces;
• one park;
• more than 100 yards in six cities (Rostov-on-Don, Azov, Taganrog, Zverev, Gukov, Donetsk).

In 2018, more than 70 courtyard areas, about 30 public areas and one park area were landscaped. The cost of the “upgrade” amounted to more than 1.5 million rubles. In the same 2018, the region was recognized as one of the best participants in the state program. In the rating of the Ministry of Construction, the Rostov Region took an honorable 6th place. In total, 81 regions of the Russian Federation took part in the “competition”.

In the current 2019, 2.4 billion rubles have been allocated for the new look of the Rostov Region. According to the results of the project competition held in November 2018, 36 winners were determined. It is these ideas that will be embodied in the public territories of the Rostov region. About what work will be carried out in 2020 remains to be decided by the authorities together with the residents.

Until March 31, 2019, applications for participation in the competition “Small towns and historical settlements” are accepted. Cities with up to 100 thousand people can participate in the competition. For this, the city municipality needs to develop and submit to the commission a project for creating a comfortable urban environment. The project should include a comprehensive program of measures for the arrangement of one or more interconnected territories. Winners will be determined by the commission until May 1, 2019. The work of the center is aimed at educating and consulting not only residents, but also municipalities and business representatives. How to apply

The address list of yards that will be put in order in 2020 and subsequent years in the Rostov Region is formed on the basis of applications from residents of apartment buildings. To file such an application, you must do the following:

• On the official website of the "city environment 2020" get acquainted with the improvement plans for 2020.
• Create an initiative group. It should consist of representatives of apartment buildings to which the yard belongs. The task of the group is to organize and conduct public meetings, develop on their own or coordinate with the experts ideas and a new plan of the yard. The experts may be city management companies, land improvement specialists, and the municipality public commission. The drawing should already have existing buildings and objects, as well as new ones planned.

• Conduct a general meeting of residents for each house separately. At the same time, for houses with a common area, the meeting agenda will be the same. At the meeting, you must vote and thereby determine the list of works. Also, by voting, select the person who will coordinate the project. Following the meeting, it is necessary to draw up a protocol, taking into account all the requirements of the Ministry of Construction.
• Apply for inclusion of your yard in the municipal program. For this, the protocol of the general meeting must be addressed to the public commission in the municipality.
• Coordinate the design project for updating the courtyard, which will be proposed by the municipal authorities. A prerequisite for the approval of a design project is approval by authorized persons from the initiative group of residents. With the participation of residents in financing, it is required to deposit the necessary amount of funds to the special account.

• During the improvement of the yard to control the quality of work. After completion of work, it is necessary to sign an act of completion. If there is a discrepancy, this information must be indicated in the act.
• After the yard acquires a new look, residents should try to keep it in order. You can do this on your own or use the services of specialized organizations.

Important. According to the legislation of the Russian Federation, the minimum list of yard improvement works includes: repair of courtyard driveways, provision of a lighting system, installation of benches and litter bins. Additionally, with the participation of the residents' funds or labor resources, it is possible to equip playgrounds, dog walking areas, arrangement of parking spaces, repair of sidewalks and landscaping.

How to vote

Every year, the strategic center opens an online voting platform where residents can leave their opinions. So, from March 25 to March 27, 2019, on the official website of Gorodsreda 2020, a vote was taken for the public territory of the settlement of the Rostov Region. Objects with the largest number of votes will be landscaped in 2020 in the first place.

According to the decision of the Governor, all 55 municipalities of the Rostov Region were able to participate in the voting for improvement in 2020. Residents of the region also showed an active citizenship and willingly voted for the objects they liked. So, for example, for updating the 70 Years of Victory Square in Belaya Kalitva, the residents gave more than 1.5 thousand votes. For the arrangement of the square "Maidan" in the same city, 1419 citizens voted on the site "urban environment 2020".

The path to a renewed Russia

In one of the May decrees of 2018, Russian President Vladimir Putin approved the national project “Housing and Urban Environment”. Its structure includes four projects at the federal level:

• mortgage;
• housing;
• ensuring sustainable reduction of unsuitable housing stock;
• the formation of a comfortable urban environment.

The Mortgage project provides for the creation of opportunities and conditions for the population to be able to purchase housing using bank funds. It provides preferential mortgage rates, assistance in the form of issuing cash compensation for a down payment.

The federal programs “Housing” and “Ensuring the sustainable reduction of unsuitable housing stock” are aimed at supporting the construction of apartment buildings, increasing the volume of housing commissioning, reducing complex bureaucratic procedures in the construction field, and resettlement of a dilapidated and emergency fund.

The completely new format project “Formation of a comfortable urban environment” includes several integrated programs at the same time. They are united by a common goal - the creation of decent living conditions for Russians. Initially, the program was designed to be implemented until 2020. Subsequently, by decision of the president, the validity period was extended to 2024. By this time, it is planned to implement more than 400 improvement projects, as well as train about two thousand specialists. The essence of the program is that citizens are given the opportunity to choose which objects need to be improved. In addition, everyone can offer their own landscaping project. The best are selected on a competitive basis.

In total, the state is ready to spend more than 42 billion rubles on a national project. Of these, about 60% will be allocated from the federal budget, and the remaining costs will be borne by the regions. The program covers all municipalities with a population of more than one thousand people. And this means that not only cities, but also villages can become participants in the action. In the framework of the national project, a new look will be acquired by public areas (squares, parks, pedestrian streets, embankments) and courtyards.

For information. Land improvement can be done with a minimum list of work. In this case, all work will be paid from public funds. At the request of residents, an additional list of works is possible. In this case, co-financing of residents is necessary. It can be both cash and labor.
