The government intends to increase the social level of citizens who receive EDV in 2020, as the latest news indicates. Today, such payments may be claimed by Russians of certain categories, the list of which is indicated by the norms of the current legislation. However, given that in 2019 the government decided to index this type of social assistance taking into account the level of inflation and rising consumer prices, its size may remain unchanged next year, at least until the next decision to increase the EDA in 2020.
Who can claim payments
The law clearly defines the categories of citizens who may qualify for financial support from the state. Such payments are assigned after the submission of the application and the necessary package of documents to the Pension Fund or the Multifunctional Center at the place of residence. Preferential categories include:
- disabled people of three groups (including children with disabilities);
- former prisoners of concentration camps;
- persons involved in the liquidation of the Chernobyl accident;
- family members of combatants, WWII and veterans;
- war invalids;
- beneficiaries awarded honorary orders, etc.
Contrary to rumors that it may be decided to pay EDV to pensioners in 2020, this information is not true, which is confirmed by the latest news. A citizen of retirement age can receive state support from the state only on condition that he belongs to the privileged category indicated by law (for example, he has the status of a participant in hostilities, which will be confirmed by the necessary documents). Moreover, a citizen will be able to receive EDV only under one article, even if he is related to several privileged categories at once. In this case, he has the right to make a choice at his discretion, guided by the size of the state cash payment, which may differ significantly.
Cash Aid Indexing
Supporting socially disadvantaged groups of the population is one of the priority tasks of the state. It is expressed in the provision of material assistance to citizens who cannot work and independently provide for their household needs. And first of all, this concerns the appointment of EDV for people with disabilities and other categories of citizens who, in 2020, despite the latest news about the deterioration of economic indicators, as today, will receive such financial support.
But the size of payments is a variable quantity, since as the cost of life rises, the amount of assistance provided increases after the relevant decision of the government. So, in particular, the last indexation was carried out on February 1, 2019, within the framework of which the amounts provided by EDV were increased by 66-222 rubles. (depending on the preferential category of citizen). As a result, the largest allowance was received by war veterans, for whom the amount of payments amounted to 5,403.22 rubles. (instead of 5180.46 rubles).
Recalculation of material assistance takes place automatically after the government adopts an appropriate package of documents (you do not need to re-apply to state bodies to increase the amount). An exception is possible only if the recipient wants to change his preferential category, which is not prohibited by applicable law.
EDV increase in 2020
The indexation of government payments largely depends on the economic situation in the country and the rate of inflation. But it is already obvious that the first half of next year, citizens will receive EDV at the level of 2019, until the government analyzes the feasibility of changing their size, based on the consumer price index and macroeconomic indicators. In any case, the maximum indexation amount will not be higher than the real inflation rate, which, according to experts, will be no more than 4%.
Analysts are sure that even in conditions of a total budget deficit, the government will not abandon the idea of a planned increase in EDV, which is fully consistent with market realities. And next year will not be an exception to this rule, given that inflationary processes can only intensify and in the first place this will affect citizens who are limited in funds.
A refusal from indexation can only happen if the budget does not have funds for the implementation of this measure (this may be due to a sharp devaluation of the ruble, extremely unfavorable external factors, a decrease in the cost of oil products on world markets, etc.), but since social support of low-income citizens is a key task of the Russian government, financing will be allocated even in the most adverse conditions, which experts have no doubt. About when and how much EDV will be increased, it will become known at the beginning of 2020. But we can assume that, as in previous periods, the increase will be carried out in the first quarter of the new year.
